This week in the Australian parliament Senator Ludlum of the Greens raised the question of whether a tweet from president Trump could send us into war with our biggest trading partner China.  While the question seems at first absurd and possibly even a satire, its not. Its a very serious question that deserves debate within Australia as it could have very severe consequences to not only our Australian economy but every Australians future.

The USA is in a very politically unstable position at the moment with many US citizens unhappy with some of the new presidents seemingly impulsive executive orders.  One such order is the banning Muslims from seven countries from entering the USA without asking advice from his government departments as to what sort of problems this might cause to US citizens traveling abroad or anyone travelling to the USA for  business or even a holiday.

This presidential order and tweets caused chaos at international airports and led to thousands of protesters at airports all over the USA. Even some of the international governments friendly to the USA criticised this action and some of the Muslim majority governments whose citizens were banned have reciprocated by banning US citizens. Fortunately for all the travelers affected, a US Federal Judge blocked the Presidents order until it could be examined in a court of law.

I don't know about you, but my experience with police officers coming into my house for the purpose of inspecting my firearms & their safe keeping has been a mixed bag. First & foremost the police know very little to nothing at all about any firearms other than service issue. This can be a big problem & it has cost me money & time trying to prove the police wrong & me right!
 Secondly the police come into my house thinking that I am guilty of breaking the law until proven innocent, this is blatantly obvious from their attitude towards me. They check out my house as best they can without going through cupboards & draws just looking for anything that may be used against me. NEVER leave a police officer alone in your house, they must be under observation at all times, & I recommend that you video their visit, especially when they are checking your safe keeping & your firearms. If you do not have a video camera, use a sound recorder. You do not have to hold this device in your hands so it is visible, you can set up the video camera or the recorder in the room where your gun safe is before the police arrive. Simply turn on before admitting them into your house.

Seek court order Monday to strike out Adanis fake land use agreement

Members of the Wangan and Jagalingou (W&J) Traditional Owners Council will on Monday ask the Federal Court to knock out Adanis claim that it has the consent of the W&J Traditional Owners for its proposed Carmichael mine, calling it is a sham agreement which Adani engineered through rent-a-crowds, dishonest tactics and attempts to exclude their voices.

The W&J Council say any attempt by the Federal government to do the bidding of Adani and the mining industry to engineer an amendment to Native Title laws, will be vigorously challenged by them and other Traditional Owner groups and supporters.

Spokesperson for W&J Traditional Owner Council, Mr. Adrian Burragubba, says, The document Adani is trying to pass off as an Indigenous Land Use Agreement with our people is illegitimate. We launched action last year to defeat this dodgy deal and  we are now taking decisive action in the Federal Court to have this fake agreement struck out. [Details of the legal action are set out below.]

We have already put evidence before the National Native Title Tribunal to prove that Adani does not have an agreement with the W&J Traditional Owners for its mine of mass destruction, which will destroy our ancestral homelands and waters, the cultural landscape and our heritage.

Adanis proposed land use agreement has always been a sham. Three times we have rejected any deal with the Indian mining conglomerate. Now Adani are on the back foot and have run crying to the Queensland Resources Council and the Federal Attorney General, asking them to do their bidding by pushing through an Adani amendment to the Native Title Act.

New chief of the Queensland Resources Council, former Federal Resources Minister Ian MacFarlane, boasted at a Townsville business breakfast last week that he has spoken to his good mates in Canberra about amending native title laws, in the wake of the Noongar decision in the Federal Court. Policing by consent is about the general public consenting to allow the police to work in their communities within certain guidelines. IF a majority of the general public should at any time decide that what the police are doing is not wholly beneficial to the public, then they the public can demand that the police make changes. West Papuan Political Prisoner Steven Itlay released from jail "IndyWatch Feed Niugini"

We are delighted to announce that West Papuan political prisoner Steven Itlay has been released today after serving nearly a year in prison for organising a Free West Papua prayer gathering.

Steven Itlay became one of West Papuas most renowned political prisoners after being arrested in 2016 and has been released after an intense campaign by people all around the world calling for his release, including a letter ampaign by Amnesty International.

This photo was taken during Steven Itlays court case in 2016. It is reported that over 700 people in the local Timika area came to the local Free West Papua office to welcome him back from what they call the little prison to the big prison (which is West Papua itself. More photos and info to come soon!

We would like to thank everyone who has helped to Take Action for Steven Itlay over the past 10 months. The letters you have written, songs you have sung and calls for freedom you have made have meant that Steven has finally been released.

THERE are many opportunities in a country that is developing and many entrepreneurs are attracted to the honeypot good and bad.

Most times, the onus is on the government to screen interested investors checking legal compliance, financial security, documented risks, historical records, decent management and administration systems and the rest.

But as we venture into the realm of sustainable management practices, there can be ignorance, confusion and negativity amongst undeveloped communities in rural areas.

After all its a big task to take into account issues like food security, climate change, greenhouse gas emission, deforestation and the other challenging aspects of development.

In Papua New Guinea, certification standards have developed and matured over time stemming from unsustainable practices that have contributed to environment degradation and affected the ecosystems and local communities that down the generations have relied upon the land for their well-being.

In a country of more than 800 languages, thousands of tribes and clans, and diverse cultures and traditions, developers face a daunting task in dealing with beliefs, attitudes and practices that often present some real challenges and risks.

Each community in PNG has different aspirations. Some aspire to live simply, relying on their land to feed them. Others aspire to some form of modern development.

Defining development in communities can be challenging because of these vastly differing expectations.

While some communities prefer to live in sago thatched houses or kunai huts, others opt to have houses built of sawn timber with corrugated iron roofs.

I have not met Senator Bernardi, but Ive read  some of his writing. From what I have read in the media and on line, it might surprise some people to learn that in fact he is a published author. His seven books include two for children, the rest being about politics, collections of his own opinion pieces, and a book that did well in the review sections, The Conservative Revolution. Thus far the talk has all been about how his defection from the Liberal Party is another destabilising factor for Prime Minister Malcolm Turnbull. Since Bernardi is unlikely to vote for anything that Labor or the Greens would put up, theres no likely loss of support for the Government on the floor of the Senate. There may be trouble in the next South Australian elections, and more widely, if Senator Bernardi manages to arouse people like him around the country to form another party of the Right. The Australian Conservatives movement he set up is said (by Wikipedia) to have 50,000 members. We will have to wait to see.

AS was Leonard Fong Roka, Francis Nii was an early contributor to the Crocodile Prize and we first met him when he attended the writers workshop and Prize awards ceremony at the Australian High Commission in Port Moresby in 2011.

Of all the people we have met since inaugurating the Prize, Francis stands out not so much because he is a paraplegic confined to a wheelchair and all the problems that entails but because of his strength of character and commitment to literature in Papua New Guinea and his Simbu homeland.

His gentle winning essay in the 2013 Crocodile Prize was a direct and unusual response to the negative publicity that Papua New Guinea receives in a largely ignorant and unfeeling Australian media following the announcement of the deal to banish asylum seekers to Manus Island.

Rather than a predictable diatribe about the insensitivity of Australian journalists, the essay takes a much gentler course and uses humour and homespun wisdom to demonstrate that life for many Papua New Guineans, particularly in rural areas, is good.

It also pokes fun at those Papua New Guineans who slavishly follow western ways without realising what their own traditional cultures and lifestyles have got to offer.

The result is an anecdote and fable of considerable power, in both social and political contexts.

Part of its authority is in the fixed and cleverly disguised objective of making readers think about the issues.

In this sense it follows in the footsteps of many of literatures great essay writers and was a worthy winner of this national literary award.

A Couple of Bizjets Pop into Longreach Airport - LifeFlight LearJet 45 VH-CXJ and Citation VH-MOR "IndyWatch Feed Capricornia"

On Monday 6 February, LifeFlight (Aeromed) LearJet 45 bizjet VH-CXJ was noted calling into Longreach Airport from Townsville as "Ambulance 452".


It departed to Rockhampton Airport a little while later.

Then from Rocky, VH-CXJ flew into Charleville and then the Brisbane West Wellcamp Airport before later returning to Townsville.

Meanwhile, on Saturday 4 February, Brisbane-based Cessna 525A CitationJet2 bizjet VH-MOR popped into Longreach Airport from Archerfield.

After around an hour on the ground it returned to Archerfield.

Finally, back on Friday 3 February AirServices Australia / Aero Pearl flight calibration Hawker Beechcraft B300 Super King Air VH-FIZ "ADA4" called into Longreach Airport from Alice Springs.  It later continued to Brisbane.

VH-FIZ seems to be returning from operating around Perth after flying into West Australia from Brisbane in mid-January.

Queensland Galaxy Says Game On For PHON Balance Of Power "IndyWatch Feed Qld"

A Queensland state poll by Galaxy, published in the Courier-Mail, tells a story that should have both major parties quite concerned.  If this poll is correct and typical, it is 1998 all over again and a bit more.  Perhaps the current One Nation polling bubble will burst before an election that is possibly still most of a year away.  If it doesn't, then a weakened minority government facing an unpopular opposition presents a dream scenario for Australia's number one nineties nostalgia party to break through at state level and obtain some serious power there.  Whether it would manage to remain remotely united this time if it did, nobody knows. 

 The high One Nation vote should be considered no surprise following polls showing the party at 16% in Western Australia, 16.3% in NSW and 9.4% in Victoria.  Queensland always was the party's strongest state.  It's possible even that the figure is an underestimate, but I am not that convinced that One Nation voters are all that shy anymore.

Sample size issues aside (and I haven't seen the sample size for this poll yet) there is one big reason to treat this poll with unusual caution.  It comes during a lousy news cycle for the government following the resignation of Transport Minister Stirling Hinchcliffe in response to a damning report on the failings of Queensland Rail.  I would expect that event to be deflating Labor's primary vote, and everything I say below should be taken with that caveat.

Other results of the poll show Annastacia Palaszczuk's lead as preferred premier over Tim Nicholls down from 46-28 to 39-27.  It can be inferred from this that the One Nation surge is producing an increasing neither-of-the-above reaction.  However, the Courier-Mail goes too far in taking the 34% uncommitted vote on the preferred-premier metric as "an unofficial vote for Senator Hanson as preferred premier" and the headline "Poll points to Pauline as people's pick" is silly.  A bedrock uncommitted figure of 15% was seen in the early days of Palaszczuk's premiership and Tim Nicholls is still a relatively unknown quantity as Opposition Leader.  Therefore to credit more than 15% to any One Nation figure - or even that much in my view - would not be justified.

Indeed, while the Courier-Mail claims Premier Palaszczuk's popularity has "nosedived", it is making the usual irritating mistake of confusing preferred leader scores with actual measures of leader popularity.  Palaszczuk's net satisfaction is down only from +5 (44-39) to +4 (41-37), a probably meaningless change, and the leader really struggling on that measure is Tim Nicholls, who is....

We observed a female Australian Bustard thrown on a power line by a very strong wind gust. It happened just few kms south of Rockhampton on Bruce Hwy. It fell down but picked itself up looking dazed. In meantime black kites, crows and magpies appeared and started to attack it without any mercy. She stayed on the ground for about 10 min and then flew away.

A single Common Sandpiper was observed roosting on the ash pond causeway ( end of Albert St behind STP). It is probably the same bird that was reported from nearby the Wiggins Island Coal Terminal ponds. It was present there for nearly two months until the ponds completely dry out.

HSBCs Paul Bloxham on the economic outlook and President Trump "IndyWatch Feed Qld"

Last Thursday, Paul Bloxham, HSBC Chief Economist for Australia and NZ, gave an excellent briefing on the economic outlook at a lunchtime event organised by the French Australian Chamber of Commerce and Industry (FACCI), and hosted by Clayton Utz at their Brisbane CBD offices. Bloxham is highly optimistic about Australias (and Queenslands) growth prospects due largely to:

  • our close ties to China and other Asian economies, which will continue to grow and buy our resources and send us ever-increasing numbers of tourists (see chart below), and
  • the rebound in commodity prices, turning what was a headwind in recent years into a tailwind, encouraging the re-activation of mines and an expansion of output and employment in the resources sector, with positive flow-on impacts to the rest of the economyand a large increase in State Government royalties revenue and Commonwealth company tax revenue which could avert a loss of Australias AAA credit rating.

Fiji allows Imports from Papua New Guinea "IndyWatch Feed Niugini"


THE Biosecurity Authority of Fiji (BAF) has now allowed imports of certain PNG products into Fiji but under certain conditions.

When contacted yesterday BAF issued a statement to The National which outlined conditions that had to be complied with when PNGs Trukai Rice, Ox and Palm corned beef and Lae Biscuits are brought into Fiji.
According to a notice released on Wednesday, BAF has reviewed the import requirements of Ox and Palm corned-beef, Trukai rice and Lae biscuits into Fiji. Personal import of these products from PNG is permitted into Fiji.
BAF will allow up to 10kg/22.04lbs of each product, to be imported into Fiji for personal consumption per individual person.
These products will only be allowed into Fiji from PNG if it is accompanied with a retail outlet receipt (allowance 10kg/22.04lbs).
The products must be shelf stable, commercially processed, manufactured and packaged, in its original packaging on arrival with its country of origin identifiable on the packaging.
Labels on the package of the products must be in the English language and state the country of manufacturing/ produced, and country of origin and batch/ expiry dates.
The Ox and Palm corned-beef, Trukai rice and Lae biscuits must be declared and the import is subject to inspection at ports of entry for biosecurity purposes.
Any non-compliance of the above conditions may result in destruction or reshipment of the imported product at the importers expense.
However, when contacted yesterday, Trade Commerce and Industry minister Richard Maru said he was not aware of the notice.

Trophy hunters overstate contribution of big game hunting to African economies: Report "IndyWatch Feed National"

A new report released by the Humane Society International (HSI) finds that trophy hunters are grossly overstating the economic benefits of big game hunting in Africa. HSI timed the release of the report to coincide with the start of Safari Club Internationals (SCI) annual convention in Las Vegas, Nevada on February 1. US-based SCI, one of the worlds largest trophy hunting advocacy organizations, released a report in 2015 that claimed trophy hunting-related tourism contributes $426 million annually to the economies of eight African countries and creates more than 53,400 full- and part-time jobs. But the HSI report, prepared by Melbourne, Australia-based consultancy Economists At Large, found that SCI had grossly overstated the contribution of big game hunting to eight African economies and that overall tourism in Africa dwarfs trophy hunting as a source of revenue, according to a statement. In the eight countries studied for both reports Botswana, Ethiopia, Mozambique, Namibia, South Africa, Tanzania, Zambia, and Zimbabwe tourism is responsible for 2.8 to 5.1 percent of GDP, according to the HSI report. Trophy hunting is responsible for less than $132 million not $426 million, as SCI's report claimed of the $17 billion spent on tourism in those countries every year, or just 0.78 percent of total tourism spending, the HSI reports author, economist Cameron Murray, adds. This Dolphin Was Stolen From The Ocean And Forced To Live In A Filthy Tank "IndyWatch Feed National"

A dolphin has been trapped in a filthy tank for over two years after being stolen from the ocean and her family in an annual dolphin hunt. The dolphins name is Angel and she is currently being kept in captivity in a museum in Japan. The Taiji Whale Museum is known for keeping dolphins that have been caught in Taijis annual hunt and is just around the corner from the Cove where this takes place.

The dolphin, who is believed to be an albino dolphin, swims around with her eyes closed most of the time, which reports have suggested is due to the excessive amount of chlorine in her tank, according to a report by The Dodo. Visitors to the museum have even commented on the overpowering smell of chlorine as visitors walk through the buildings. Despite the amount of harmful chemicals being used, the tank is filthy, with photos and video footage showing Angel swimming around in brown, murky water with her eyes tightly shut.

Angel shares the tank with five other dolphins who were also snatched away from their mothers when they were young, during the dolphin hunt. Angel has gone from a life of freedom in the ocean with her mother, to one of cruelty in captivity where she has nothing to do all day but swim around in circles. The tank that Angel is kept in also has a plastic tube running through it which is a walkway for visitors to the museum. The tube, which allows visitors to walk through the tank, has made Angels home even smaller, with less space for her to move around in. In the wild, Angel may have swum around 100 kilometers (62 miles) each day, but now all she can do is swim in circles in the cramped tank, trying not to hit the edges and hurt herself.

Graham Henry, the campaign coordinator for Sea Shepherd said, Angel and the dolphins in the same tank are in some of the worst conditions Ive ever seen for captive dolphins. Young dolphins that are deemed pretty enough are captured during the annual hunt whilst the remaining dolphins that did not make the cut into captivity are killed for their meat. Major boost for clean water and improved sanitation in PNG through new World Bank project "IndyWatch Feed Niugini"

WASHINGTON D.C., February 9, 2017 The World Banks Board of Executive Directors today approved a credit of US$70 million (PGK223 million) to support Papua New Guinea (PNG)s water sector, improving access to clean and reliable water supply services for the population of nine provincial towns and 10 rural districts across PNG.

The new project will support the governments Water, Sanitation & Hygiene (WaSH) Policy to oversee policy implementation, regulation, training, and monitoring at the national level. Provincial, district, and local governments will receive support to plan and manage rural water supply services. In addition, the project will assist state-owned water institutions to expand and improve services in provincial and district towns across PNG that currently do not have water supply systems.

In the longer term, the project will improve access to community water sources, allow households to install or refurbish piped water connections, reducing the need to collect water from distant sources (a task disproportionately undertaken by women and girls), and support education programs aimed at increasing healthy hygiene habits.

PNGs basic water supply and sanitation needs are significant. According to the latest figures from the 2015 World Health Organization / UNICEF Joint Monitoring Program, only 40 percent of the population has access to safe water, and just 20 percent have access to safe, reliable sanitation.

Without a long-term commitment and strong investment, PNG's water and sanitation services have not been able to keep up with the demand of the country's growing population, said Charles Abel, Minister of the Department of National Planning & Monitoring and Member for Alotau Open, Milne Bay Province. "This project is a key development that supports the WaSH Policy and the National Service Delivery Framework under the PNG Planning & Monitoring Responsibility Act 2016 which puts emphasizes on intervention at the rural district level.

The PNG governments Water, Sanitation & Hygiene (WaSH) Policy is a culmination of several years of government planning, supported by the World Bank and other development partners.

Abstract:  PURPOSE: The aim of this study was to evaluate the effects of hyperbaric oxygen therapy (HBO) on the enhancement of hyperthermic chemosensitisation to carboplatin at mild temperatures in experimental tumours.METHODS: SCCVII carcinoma in C3H/He mice was used to assess tumour growth delay. The mice received intraperitoneal injections of carboplatin. For HBO treatment, the mice were exposed to HBO at 2.0 atmospheres of absolute oxygen for 60min. For mild hyperthermia (HT), treatment at 41.5C for 30min was performed. The tumour tissue pO2 levels were measured with a digital pO2 monitor during and immediately after treatment.RESULTS: The average time taken to reach a threefold relative tumour size was significantly longer after treatment with carboplatin combined with mild HT and HBO than after treatment with carboplatin and mild HT. The relative sizes of the tumours after the combined treatment were smallest when the treatment sequence was carboplatin, mild HT, and HBO. The tumour tissue pO2 values were significantly higher immediately after mild HT followed by HBO than immediately after HBO followed by mild HT. The tumour tissue pO2 levels during mild HT and HBO generally increased, although the patterns of the increases varied.CONCLUSION: The administration of HBO increased the effects of hyperthermic chemosensitisation to carboplatin at mild temperatures on experimental tumours, particularly when given in the sequence of carboplatin, mild HT, and HBO, a finding that supports previous clinical outcomes for a novel combined therapy using carboplatin plus HT and HBO.

IN EARLY 2013 Ghatane-Lul was walking along Ela Beach at 6.30 a.m. when a young teenager, Katie (not her real name) called to him, Fada, yu gat wan kina oh, mi no kaikai tudeis na mi laik dai ya. [Father, do you have a kina; I havent eaten for two days and I feel like dying]

Well, he does meet plenty of the types, some genuine and some thugs, but has never been approached by a young lass like this. At first he ignored her, walked past but, after walking ten paces, turned around and walked back to her.

Some inner being told him to give her the ten kina he had with him to buy breakfast at the Ela Beach Service Station. Katie broke down and cried. This is her story.

It started one day when she was feeling restless at home.  She walked to the bus stop just for the fun of going for a bus ride.

She sat looking glum in the back seat of the bus. It had been a depressing day and she had jumped on the bus to town on impulse, with no real plan.

IN 2012, the winner of the only award the Crocodile Prize ever offered for student writing, Angeline Low, wrote an incredibly powerful short story, Going through the Unimaginable.

It was outstanding for several reasons. First, the subject matter was extremely sensitive and would test the talents of someone much older than her 16 years.

The story also had a ring of authenticity, helped tremendously by Angelines confident control of dialogue and narrative as the tension built up to its shocking conclusion.

Finally, the story was a bold attempt to expose an element of society often shamefully hidden.

One of the judges said the story is a reflection of the social conscience not only of what happens in Papua New Guinea but all around the world.

And a major sponsor, also a judge, observed: Given the breast beating about the decline of educational standards, the quality of the English language expression was rather good, better than I'd expected and comforting.

With this in mind and a desire to encourage young writers in Papua New Guinea a last-minute decision was made to extend the award to three other runners-up in the student category.

The three winners of this encouragement award were Axel Rice, Jeremiah Toni and Kayla Reimann. Axel impressed the judges with his choice of adventure genre and journalistic flavour; Jeremiah with his surprising poetic imagery; and Kayla with her maturity and breadth of subject matter.

This displays a degree of naivety that is a matter of concern. This is a guest article by Prof Peter Thorne, professor of physical geography at Maynooth University in Ireland, and centre director of the Irish Climate Analysis and Research UnitS (ICARUS).

The National Oceanic and Atmospheric Administration (NOAA) is one of a number of climate agencies that pieces together global temperature from thousands of measurements taken each year across the worlds land and oceans.

I have been involved in the development of this dataset since 2011 and it is due to be updated again shortly. However, an early draft of the journal paper about this update appears to have been circulated amongst media without the permission of the authors (including myself).

I have, therefore, decided to make some observations here in a personal capacity that may help make better sense of how the dataset is produced and what it shows.

Peer review

As is the academic norm, the authors wish to respect the review process and did not give their permission for the draft to be shared with the media. To be clear, the authors have expressly not given permission for the draft to be used or quoted in the media. To be equally clear, at this juncture, copyright of the paper remains with the authors.

The peer review process on the paper has only just begun, therefore it is premature and incorrect to analyse the dataset in detail before the paper is published. Two offices of great importance to them.
The offices are those of the Member for South Bougainville,
Hon Timothy Masiu and the official launching of Buin New Dawn FM station complementing each other in bringing development that will have great impact on the lives of the people of this region.
Students and the people within the Buin Town boundary gathered at the celebration ground much earlier than expected to await the arrival of guests from Port Moresby and Buka.
Among the official guests were, the Parliamentary Leader of the National Alliance Party and Treasurer Hon Patrick Puraitch who led the team from the National Government whilst ABG Ministers from the South Bougainville were all present including the Acting President PATRICK NISIRA.

The TPP has consistently been presented as a trade agreement when manifestly that was not the case. Only 7 of its 29 chapters dealt with trade. Its underlying objectives, apart from benefiting the corporate world and reducing national sovereignty through such procedures as the investor state resolution procedures, was the maintenance of US hegemony in the Asia Pacific region.

The equivalent agreement for Europe, the Trans-Atlantic Trade and Investment Partnership (TTIP) was intended to fulfill the same function. It is significant that neither China nor Russia in the TPP and TTIP respectively were invited to participate in either scheme, although their geography, economic, military and political power makes their exclusion absurd, unless that exclusion is seen in a wider geopolitical context.

To understand that conceptual framework that led to the US led TPP and TTIP one has to go back to 1904. In that year, the Director of the London School of Economics, Sir Halford Mackinder gave a lengthy presentation to the Royal Geographical Society. In that seminal lecture Mackinder set out the framework of the future world.
