Im looking for fully sealed, scenic, light traffic, corners. Ive been up Mt Stuart, Castle Hill, out to Hervey Range and the Heritage Tea Rooms there, Ive cruised the strand and along Rowes Bay and Pallarenda.

Somewhere to stop for a coffee/beer/meal on the way would be good to. Im not a resident but visit often and am lost for ride ideas, hoping for some local knowledge.

Womens Parliamentary Representation at all time high "IndyWatch Feed Capricornia"

Althought the House is sitting at 38% of women representatives, this is the highest it has ever been.  In the Senate women are in the majority with 57%.  This is a big change over the years, but many have felt that there hasnt been much change in the tone and behaviour in parliament with epithets, vitriol and point scoring still at traditional highs.

Staffers are now more likely to be women, and the press gallery has seen a major change in favour of women as well.   The current President is Jane Norman, and the National Press Club President is Laura Tingle.

Human Rights Commission calls for a Human Rights Act "IndyWatch Feed National"

The Australian Human Rights Commission has taken aim at the robodebt program, indefinite detention and Covid policies in a new report setting out a model for a federal Human Rights Act.

Its solution is for the Australian parliament to pass vote a human rights act into legislation. The argument is that this would provide a safeguard against abuse. Perhaps it would make life somewhat more difficult for politicians and bureaucrats to do harm. But it will not stop it, if the intention of those who would violate the intention is strong enough.

This does not mean that there shouldnt be a Human rights Act. There should be, at least if the content does provide some clear rules, compensation for the victim, and a penalty for the abuser. An act with no teeth is useless.

The proposed act would enshrine into law the concepts of equality before the law, the right to life, protection of children and families, freedom of movement, association, and expression; freedom of thought, conscience, religion, and belief; rights to education, health, an adequate standard of living, access to social security, and a healthy environment.

This was revealed by the Commissions president Rosalind Croucher, who told a press conference on Tuesday (7 March):

A Human Rights Act is the central missing piece of government accountability in Australia.

Human Rights Law Centre welcomes Commissions push for Human Rights Act "IndyWatch Feed National"

The Human Rights Law Centre welcomes the Australian Human Rights Commission (AHRC) release of a position paper calling for a Federal Human Rights Act. 

The AHRC paper, Free + Equal endorses the clear calls made by the Human Rights Law Centre and a coalition of over 80 organisations urging the Federal Government to follow the examples set by Victoria, Queensland and the Australian Capital Territory and adopt a legally enforceable Federal Human Rights Act or Charter. 

A Federal Human Rights Act or Charter will help prevent human rights violations, provide a powerful tool to challenge injustice, and foster understanding and respect for human rights. 

Caitlin Reiger, CEO at the Human Rights Law Centre said: 

Charters of Human Rights are about ensuring that the values we all share like fairness, respect, dignity and compassion are always at the heart of all government decisions, laws and policies. We welcome the Australian Human Rights Commisions position paper that illustrates how to make this a reality. 

Australia is the only western liberal democracy without a Charter of Human Rights or similar in our laws. We see time after time situations where people have their rights violated but they are unable to take effective action, as shown in the Aged Care and Disability Royal Commissions to name two examples. We urge the Albanese Government to adopt the Human Rights Commission position paper so that everyone is free to enjoy their rights. 

"A Human Rights Act or Charter means that government decision making must factor in human rights at the outset, and people can take action when their rights are being breached.

Partners in the Blue Pacific (PBP): Who are they and what their goals are? "IndyWatch Feed National"

In early February 2023, Washington unveiled the US Indo-Pacific strategy. The document repeatedly emphasized the importance of the informal group Partners in the Blue Pacific (PBP), established in September 2022 and composed of the United States, Australia, New Zealand, Japan and the United Kingdom. The purpose of the PBP is to strengthen relations with the 12 small island states located in the South Pacific region for their prosperity and maritime security. In this regard, the appointment of Frankie Annette Reed (US Consul General in Melbourne, Australia) as the first American envoy to the Pacific Islands Forum, an important regional intergovernmental organization founded in 1971 where the heads of South Pacific nations meet annually, was highlighted. The United States Indo-Pacific strategy includes the possibility of recognizing two New Zealand possessions, the Cook Islands (population 15 thousand) and Niue (population just under 2 thousand people), as sovereign states after appropriate consultations.

Such unprecedented American interest in the lives of small island states remote from the world centers of civilization can be explained by the fact that in the 2020s the issue of growing Chinese influence in the South Pacific region, which violates the geopolitical interests of the dominant regional players Australia and the United States. And who will be favored by the South Pacific small island nations will determine who will be the master of the Pacific in the coming years: The US or China.

Chinas Belt and Road trade and economic initiative, in which New Zealand and eight small island states, all of which are located close to Australian shores, have signed participation agreements since 2017, is aimed at more than just improving maritime logistics. However, the placement of Chinese military bases and intelligence equipment in countries participating in the Belt and Road Initiative over time will pose a serious threat to regional security. So decided Washington, Canberra and London, creating in September 2021 the Anglo-Saxon defense alliance AUKUS for friendship against China in the Pacific.

As part of AUKUS, the US committed to assisting Australia in improving its defense capabilities by providing nuclear-powered boats to the Australian Navy beginning in 2023. Australia then breached a contract with France to build non-nuclear submarines, prompting Paris to threaten to sever diplomatic relations with Canberra. When Australias new Prime Minister, Anthony Albanese, took office in May 2022 and paid an official visit to Paris, the conflict was resolved.

As the President of the Autonomous Bougainville Government and the Chairman of Bougainville Executive Council (BEC) Hon. Ismael Toroama made his closing remarks on the re-shuffle of the Ministers.
He re-stated the Six Strategy of the guiding principle in achieving ultimate goals of making Bougainville independent politically, socially and economically. The Six Strategy:
1.Political control of Bougainville's Destiny which is independence
2.Economic Growth and Control,
3.Administrative Control,
4.Mobilizing Private Sector and Civil Control,
5.Long Term Vision and Planning,
6.International Relation
Mr. Toroama stated that every Minister in the Bougainville Executive Council is expected to utilize the Six Point Strategy to achieve the respective Ministry and Departments strategic plans and development goals. Also, improve lives of our people through effective provision of basic services and generating revenue.
He made it clear to the Ministers that the changes of the Ministerial re-shuffle at the political level will go right down to administrative level. And all are answerable to this government and those that refuse to comply have no place in the Autonomous Bougainville Government.
ABG President Hon. Ismael Toroama extended his congratulations to current Ministers through re-shuffled and newly appointed who resumed new portfolios in the Bougainville Executive Council:
1.Hon. Amanda Masono as the new Minister for Public Service.
2.Hon. Joesph Mona as the new Minister for Technical Services.
3.Hon. Theonila Matbob as new Minister for Community Government
4.Hon. Thomas Pataaku as the new Minister for Education
5.Hon. Junior Tumare as the new Minster for Lands, Physical Planning, Environment and Conservation.
6.Hon. Robin Wilson as the new Minister for Mineral and Energy Resources
7. Hon. Dennis Lokonai as the new Minister for Health
During our time as leaders, we are all subject to the laws of Bougainville and our actions must be guided by loyalty, to the government and principles of good governance, unacceptability, transparency and democracy, Mr. Toroama said.
He also extended his gratitude towards the former Ministers: Thomas Tari Member for , Dr. Joe Kim Suamaru Member for Kopi and Rodney Osioco Member for Kokoda for their time and effort as Ministers of Bougainville Executive Council. And their loyalty in the last three years and thanks them for their service to the government and the people.
As Mr. Toroama welcomes the re-shuffled the 6 Ministers to the Cabinet, he outlined the expected policy and structural changes to implement the goovernments'vision on Independence Readiness from each Ministry and department.

PNG Opposition Calls on Police to act : Ban Social Media Platforms "IndyWatch Feed Niugini"

 Papua New Guinea Opposition Leader Joseph Lelang is disturbed by the social media post, showing a picture of a young girl stripped naked and helplessly at the hands of hooligans up in Tari.

In a media statement, Mr Lelang is calling on the Government to ban social media platforms.

Mr Lelang being angry over this, says these culprits should be dealt with by the law immediately within 24 or 48 hours.


Normalcy and morality no longer exist in this society. What kind of society are we trying to raise our future generation why are we waiting this long, we need the police to act and apprehend these culprits, he said this furiously.

He said the Prime Minister James Marape must put a stop to his never-ending jet legging and stop and clean this anarchy in his province immediately.

Mr Lelang asked why criminals, murderers, rapists, terrorists and all these hooligans to be running around freely and holding the country to ransom. 

He said seeing this type of news was horrible to all decent citizens of this country.

Can we have a review of the police force, its commander and rank and file to find out where the problem is or do we need an overhaul of the police hierarchy or what seems to be the problem here? 

Are politicians interfering too much into police operations in the country? This country needs to know?

What was posted on the Facebook by those criminals who abducted and raped the innocent young girl are cowards and I want the police to also tell the citizens what they are doing to capture these criminals? Mr Lelang said.

Mr Lelang said the abduction of this young girl although can be a separate incident, it follows on from the abduction of the scientists Government paid ransom for their release.

He said these things are happening because people are sensing we have a weak government, a weak leadership in the Province and at the community levels.

He said the Prime Minister came out loud blazing and assured the country publicly when hostages were released that those hooligans will be arrested.

What have we done to this date? Mr Lelang said. Can the Police Minister come out and tell us?

The swearing in ceremony took place in the ABG Conference Room in Buka conducted by the Bougainville ProvincialMagistrate Bruce Tasikul and witnessed by the ABG President Toroama, Deputy Chief Secretary, secretaries, senior officers and public servants.
Bougainville Chief magistrate Bruce Tasikul assisted the four reshuffle and three newly appointed Ministers into the ABG Cabinet.
The four re-shuffled Ministers are:
1.Hon. Amanda Masono Minister for Public Service vacating Lands, Physical Planning, Environment and Conservation Ministry,
2.Hon. Joseph Mona Minister for Technical Services vacating the Public Service,
3.Hon. Theonila Matbob Minister for Community Government vacating the Ministry of Education

Preparations leading up to the Nissan and Haku Constituency by-election and seven community governments recalls is progressing on schedule.

We have eight polling teams per eight wards here on Nissan Island to commence polling tomorrow the 8th of March, 2023, she said.
The following day on the 9th of March, 2023 polling officials will ensure their election journals are made to commence counting on the 10th of March, 2023.
Haku and Nissan Constituency By-Election and Rorova, Moronei, Fead and Nissan (Maptana, Painikot & Nissan Urban) including Bougainvilleans Inside Bougainville polling booths for Haku and Nissan will be held at the Bel Isi Park tomorrow. Polling will convene simultaneously at the various polling sites, followed by counting, she added.
Meanwhile, OBEC Returning officer Mr Michael Peters has confirmed all materials sensitive and sensitive has reached the ground here in Nissan.
Scrutineers training ended yesterday with commencement of the training of polling officials to be held today.
This is the first of its kind for counting to be held in the constituency. So, far we are on schedule. The youth, women, elders and chiefs on the island are happy with the current trainings being carried out at Pinapel and Sigon.

Nissan is in dire need of restoring law and order on the island.
According to Rural Police Station Commander Sergeant Sili Charles there is no facility on the island to address the issues that arise and to hold suspects to be prosecuted.
A contractor was given over K300,000 by the former Regional MP Mr Joe Lera to construct a fully functional rural police post and holding cell for police officers to carry out their duties effectively. Unfortunately, the contractor left without completing the job, he said.
Sgt Charles said a total of three officers including him, reside on the island. However, most are scattered and unable to work on time at a daily.
He said social issues involving youths who drink traditional alcohol called Karawe and marijuana is having a big impact in communities.
Most times criminal offenders are reported to the police either via text messages, written letter and visit the officers personally to attend and prosecute suspects. We closely liaise with the village courts to resolve most crimes that occurs on the island, added Sgt Charles.
Sgt Charles further stated other contributing factor depriving officers to perform their duties include logistics and accommodation. ENDS///AK

In a bid to expand the global alliance against Russia to defeat the latter in Ukraine and eventually bring a regime change in Moscow, the US is proactively seeking to enlist Israels support. Apparently, Washington has met some recent although fragile success. On February 23, the UN General Assembly passed a non-binding resolution demanding from Russia to end its military operation in Ukraine and withdraw its forces. Israel, which previously abstained from voting against Russia, joined its Western allies to vote for the resolution. Some people in Washington felt overjoyed, as Ukraines foreign minister also said the vote showed that the world doesnt stand with Russia.

How did Israels support come about? In exchange for securing Israels support, Washington has been relentlessly trying to pre-emptively defeat an upcoming UN resolution against Israels plans to annex additional parts of the Palestinian territories of the West Bank for the past few weeks.

On February 18, the US Secretary of State Antony Blinken called the Palestinian Authority President Mahmood Abbas to thwart a UN Security Council resolution demanding an immediate halt to Israeli settlement activity in the West Bank. On the same day, Blinken called Netanyahu in Israel to update him on his diplomacy.

On February 20, reinforcing the Israeli right to unilaterally annex Palestinian territories, the Palestinian Authority withdrew the resolution. The decision to drop the resolution and the vote came after the Biden administration resorted to its usual carrot and stick policy i.e., offering incentives for dropping the resolution and threatening to block aid in case of going ahead with the vote. Israel reciprocated the US by voting against Russia in the UNGA.

Should we draw the conclusion that Israel now stands unquestionably with the US against Russia? Indeed, the answer to this question is much more complex than meets the eye. To begin with, why would Israel want to destabilise its ties with Russia when it understands that confronting Russia could lead the latter to arm Iran and/or prevent the Israeli ability to carry out strikes in Syria? Russian intervention in both of these cases can directly hurt Israels core security interests, as it will help its arch-rival in the region (e.g. Iran) to ultimately gain power vis--vis Jerusalem. Israel does not want that. There are, therefore, strong reasons for Israel not to expand its alliance with the US explicitly against Russia.

Interest Rates rise for tenth consecutive time "IndyWatch Feed Capricornia"

Assuming a final investment decision (FID) is made late in 2023 or early 2024, as now suggested, Papua LNG will become PNGs second major gas project. FID would mark the beginning of a four-year construction phase, with first production is expected by the end of 2027 or early 2028.

The claim that pensioners have been given a big rise is an illusion "IndyWatch Feed National"

The following is a response to the latest announced age pension rise by Joe Montero who is the President of Fair Go For Pensioners (Victoria). It was first published on the organisations website (7 March 2023). The rise is not really a rise and age pensioners continue to slide backwards, further and further below the poverty line.

So, the pension has been increased by $37.50 for singles per fortnight and $56.40 a fortnight for couples? The media campaign around the announcement has certainly made it sound like a windfall. If we are to believe the hype, age pensioners are doing quite well.

This increase was part of a package that saw increases for those on Jobseeker and ABSTUDY as well, although they got somewhat less, only $24.70 a fortnight. Single parents get $33.90. This discrimination against other groups getting payments from Centrelink prompted the Australian Council of Social Service (ACOSS) to call for them to be brought up to the higher age pension level as a minimum. They should be. No question about this.

But having said this, the claim that there has been a substantial increase in the age pension is false. When properly examined, it is not hard to see that this is no real rise. It doesnt even cover the recent rise in the cost of housing, soaring energy bills, increased prices of food, medicines, and more.

Its even worse than this. There is supposed to be a mechanism that makes six monthly adjustments to keep up with the cost of living. Successive government have undermined this by not allowing full adjustments. This has caused an ongoing downward slide in the real value of the age pension. An investigation by Fair Go For Pensioners has revealed that the shortfall is up to a huge $10,000 per year for each individual. The current government is following the same policy.

The fact that other payments are treated even more abysmally does not justify this. Every Australian deserves and has a right to a standard of living that meets community standards, and there should be no argument about this. It is this that should be at the centre of the conversation. Sadly, it isnt, and this says something about the quality of the political leadership of this country. Australia deserves and needs much better than this.

The announced pretend new increase is yet another partial adjustment. A full adjustment would have seen an increase of around 8 percent instead of a mere 3.6 percent, or around $85 per fortnight for singles, and a rise by a similar proportion for couples.

Singgih Wiryono, Jakarta The Papua Student Front (FMP) held a protest
action in front of the National Human Rights Commission (Komnas HAM)
offices in Jakarta on Friday March 3.

The action began at 1.17 pm with protesters demanding that the Komnas
HAM commissioner come outside and directly declare their position on the
incidents of violence occurring in Papua.

Despite the pouring rain, the protesters continued to stand in front of
the Komnas HAM offices.

"We here will perhaps get a bit of a cold, but this is nothing compared
with the suffering of our sisters and brothers in Papua", said one of
the speakers.

FMP Coordinator Rudi Kogoya said that they are firmly asking that the
Komnas HAM commissioner to come out of her office, as was done by the
previous Komnas HAM commissioner who met with them outside the building.

"We want the commissioner to come out and convey their position in front
of everyone, not just a representative. Also in front of the media",
said Kogoya.

A Komnas HAM official then came out, but not the commissioner. The
official asked if there was a representative of the protesters who could
come in and convey their wishes inside.

The FMP however refused because they felt exhausted after making a
report and seeing that there was no result of their report in Papua.

The official then said that the commissioner would receive them had
special needs so they could not attend while it was raining.

At 2.07 pm the Papua students gave in and went into the complaints area
and were met by Komnas HAM commissioner for complaints, Hari Kurniawan.

Why Are Ketamine Ads Following Me Around the Internet? "IndyWatch Feed National"

From The New York Times: A few months ago I started noticing that I couldnt open Instagram or TikTok without getting an ad for ketamine. I previously knew ketamine only as an illegal drug that could cause dissociation, taken by acquaintances in the dank basements of my misspent youth, or as the sedative given to my older daughter when her broken arm needed to be reset in the hospital.

These ads promised incredible, groundbreaking mental health outcomes through ketamine tablets offered via telemedicine, with the vast majority of patients purportedly finding relief from their depression and anxiety. Some experts have cautioned that ketamine, which is a Schedule III controlled substance, is not ready for general use, citing a lack of long-term data, potential for troubling side effects and possibility for abuse, as one researcher noted.

I didnt hear about any of these concerns on TikTok. I heard only about the miraculous benefits of ketamine. Few of the social posts served to me disclosed the fact that promoting ketamine tablets in this way was an off-label use of the medication.

Ketamine wasnt the only mental health treatment I would be offered on social media. I was also frequently getting ads that tried to convince me that I had undiagnosed A.D.H.D., listing symptoms like fidgeting (which I do constantly and always have) as a behavioral red flag. While fidgeting could be a symptom of A.D.H.D., it could also be a symptom of restless leg syndrome or a common response to stress, boredom and anxiety that doesnt require treatment. Im certainly not equipped to tell after just seeing a few Instagram reels.

Other posts warned that overthinking and overanalyzing could be other signs of A.D.H.D. (Or they could just be signs of being an opinion journalist.)

The bombardment only got worse when I decided to take a brief quiz offered by one of the ketamine purveyors to see if I was an appropriate candidate for this treatment. I answered these questions honestly: I wasnt pregnant. I havent ever been suicidal or diagnosed with a primary psychotic disorder. Mainstream media would have us believe COVID-19 is the only possible explanation for an increase in fatal heart attacks among young people during the pandemic but that explanation didnt sit well with comedian and political commentator Russell Brand.

Brand mocked CBS News and the experts it interviewed about a study that showed the number of heart attack deaths during the first two years of the pandemic was 30% higher than predicted for ages 25 to 44.

WASHINGTON (AP) For the first time, United Nations members have agreed on a unified treaty to protect biodiversity in the high seas - representing a turning point for vast stretches of the planet where conservation has previously been hampered by a confusing patchwork of laws.

The U.N. Convention on the Law of the Sea came into force in 1994, before marine biodiversity was a well-established concept. The treaty agreement concluded two weeks of talks in New York.

An updated framework to protect marine life in the regions outside national boundary waters, known as the high seas, had been in discussions for more than 20 years, but previous efforts to reach an agreement had repeatedly stalled. The unified agreement treaty, which applies to nearly half the planets surface, was reached late Saturday.

We only really have two major global commons the atmosphere and the oceans, said Georgetown marine biologist Rebecca Helm. While the oceans may draw less attention, protecting this half of earths surface is absolutely critical to the health of our planet.

Nichola Clark, an oceans expert at the Pew Charitable Trusts who observed the talks in New York, called the long-awaited treaty text a once-in-a-generation opportunity to protect the oceans a major win for biodiversity.

The treaty will create a new body to manage conservation of ocean life and establish marine protected areas in the high seas. And Clark said thats critical to achieve the U.N. Biodiversity Conferences recent pledge to protect 30% of the planets waters, as well as its land, for conservation.

Australian Defence Force assists PNG Defence Force with Aircraft "IndyWatch Feed Niugini"

The PNG's Defence Force will now have two new PAC-750XL aircraft, thanks to Australia's Defence Force.

The two aircraft will increase the PNGDFs sovereign aviation capabilities, which provide important services to the Government and people of Papua New Guinea.

The agreement was signed at the Australian International Airshow by Major General Mark Goina and his counterpart General Angus Campbell.

The PAC-750XL aircraft will provide the PNGDF with additional transport and operational capacity to respond to domestic and regional incidents and will have the ability to be quickly reconfigured for different activities.

The aircraft will provide new opportunities for ADF and PNGDF personnel to work alongside one another and make our defence forces even closer.

The first aircraft will be delivered by April and the second by September 2023.

The wet season deluge continues in Far North Queensland where landslides have closed major roads, with drivers stuck in floodwaters and a flood watch alert in place for hundreds of kilometres of river systems. Cairns has received more than 200 millimetres of rain since 9am yesterday, while Kuranda, to the west of the city, has received more than 300mm. Several major far-north roads have been closed due to landslides and fallen trees. A 60-year-old driver became stuck in floodwaters in the Cairns suburb of Clifton Beach just before 7am, but was able to escape the car before help arrived, according to the Queensland Fire and Rescue Service. Emergency Management Queensland regional director Wayne Coutts said there had been several jobs this morning, mainly leaking roofs.

A team made up of Bougainville Electoral Commission officials, polling and counting officers, Bougainville Police force and members of the media fraternity were airlifted to Fead and Nissan Island this afternoon.
A total of 30 personnel were airlifted via a helicopter from Manolos Aviation flown by the CEO Captain Jurgen Ruh and funded by Abt Associates to conduct polling and counting in the area.
According to OBEC Project Director Mr Winterford Toreas, the people of Nissan will for the first time experience polling and counting on the Island.
We want them to take ownership of this election and to feel being part of the process, he said.
Nissan constituency has a population of about 7,000 people comprising of eight wards being Nissan Urban, Maptana, Painikot, Unanglel, Wonoleik, Yaka, Siruata and Pinapel.
Fead Atoll will poll and count for one day on Wednesday 8th of March, 202022.

Report highlights challenges Australian journalists face "IndyWatch Feed Capricornia"

A 2023 report by the Australian Media Landscape reveals the fears and threats that surround journalists in Australia today.

The survey of more than 1000 journalists showed that 98% of respondents felt that public interest journalism had been threatened in 2022, due to factors including disinformation, strict defamation laws and a lack of resources.

Nearly half of the journalists surveyed stated that they encountered some form of abuse or harassment due to their work.

Seven companies that hold licenses over logging concessions in PNG are linked to each other through common directors and shareholders - in particular, Malaysian national Han Hook See, Kuok tiang Ling (also a Malaysian national) and Jianfeng Zhang (a Chinese national). Collectively, these companies have exported logs from 15 concessions, almost entirely in East New Britain province, and exported close to 1 million m3 of round logs between 2019 and 2021. The largest company in the corporate group (by log volume export) is KK Connections Limited. Malaysian nationals See and Ling together own 80% of KK Connections. 

A further six companies appear to be part of the same corporate cluster, including KKC Sawmill Limited, KKC Veneer Limited and KKC Veneer No 2 Limited - all of which appear to be wood processing companies - and a company called Eastwest Oil Palm Industries Ltd. 

KK Connections has historical links to two Chinese import companies- Ningbo ND Import and Export Co, and Ningbo Yongli Pte Ltd (Ningbo Yongli is alternately spelled "Ninbo Yong Lee Timber" in documents filed with IPA). Ningbo Yongli Timber was a shareholder in KK Connections from 2009-2015. Ningobo ND Import and Export Co is the ultimate owner of another logging company - Tain Suyn Limited - which had individuals associated with the KK Connections Group on its board or as shareholders until 2021.

Ningbo ND Import and Export Co is the sole shareholder of PNG-based holding company PNG ND Resources Investments Co, which in turn owns 100% of the shares in Tian Suyn Limited. Han Hook See and Kuok Tiang Ling were directors and shareholders of Tian Suyn from 2014-2017 and another figure associated with members of the KK Connections group, Ka Tai Lee was a director from 2008-2021. See and Ling were directors of the company alongside PNG ND Resources Investment Co. Between 2010-2017 Tian Suyn Limited exported logs from Suikol Makolkol Forest Clearance Authority (FCA) in East New Britain, and from Rai Coast Timber Rights Purchase (TRP) agreement area in Madang.

Andrews Government bail reform proposal falls far short of ending mass imprisonment crisis "IndyWatch Feed National"

In response to Victorian Attorney-General Jaclyn Symes announcement addressing Victorias bail laws, the Human Rights Law Centre calls on the Andrews Government to listen to Aboriginal organisations and expert advice, and commit to wholesale bail reform as recommended by Coroner McGregor following the preventable death in prison custody of Gunditjmara, Dja Dja Wurrung, Wiradjuri and Yorta Yorta woman Veronica Nelson. 

Thousands of people continue to be funnelled into Victorias prisons following knee-jerk amendments to Victorias bail laws. Since 2018 the number of Aboriginal and Torres Strait Islander women in prison has almost doubled, and right now a staggering 43.9% of people in prison are unsentenced and awaiting a hearing or trial. 

These bail laws, particularly the reverse onus provisions, were found by the Coroner to be incompatible with the Victorian Charter of Human Rights. 

The Attorney-General's announcement outlined only the first step towards bail reform. The Human Rights Law Centre is calling for the reforms to include: 

  1. Repealing the reverse-onus provisions in the bail laws; 

  2. Creating a presumption in favour of bail for all offences, with the onus on the prosecution to demonstrate that bail should not be granted due to there being a specific and immediate risk to the physical safety of another person or the person posing a demonstrable flight risk;  

  3. Inserting an explicit requirement in the bail laws that a person must not be remanded for an offence that is unlikely to result in a sentence of imprisonment; and 

  4. Repealing the offences of committing an indictable offence while on bail, breaching bail conditions and failure to answer bail.  

Amala Ramarathinam, Acting Managing Lawyer at the Human Rights Law Centre says: 

The Andrews Government must get bail reform right. The changes announced so far are the absolute bare minimum, and they fall far short of the reform needed to stop the harm these laws are causing. 

Victoria has some of Australias most dangerous and discriminatory bail laws that are needlessly removing Aboriginal and Torres Strait Islander people and women from their families and funnelling them into prisons to be warehoused on remand.  

The Governments announcement doesnt measure up to the recommendations made by the Coroner following the investigation into the death in custody of Gunditjmara, Dja Dja Wurrung, Wiradjuri and Yorta Yorta woman Veronica Nelson.  

The Andrews Government must ensure there is a presumption in favour of bail as a starting point in all cases, and that no one is held on remand for charges that are unlikely to ever result in a sentence of imprisonme...

PNG PM Welcomes New Forest, Climate Change and Biodiversity Project with European Union "IndyWatch Feed Niugini"

 PNG Prime Minister  James Marape has welcomed a new cooperation project with the European Union on Forest, Climate Change and Biodiversity in Papua New Guinea.

He welcomed the project during a meeting with Frans Timmermans, Vice President of the European Commission, on the sidelines of the One Forest Summit in Libreville, Gabon, last Wednesday (Thursday PNG time). PM Marape arrived back in PNG today (Sunday, March 5, 2023) after attending the Summit.


This project comes at the right time to support us with the preservation of our forests and

biodiversity and help us to fight climate change through carbon markets among other green growth initiatives, PM Marape said.

Papua New Guinea has extensive forests and biodiversity that we want to properly harness and develop to support sustainable livelihoods for our rural communities. 

The action supports our ambition to ensure sustainable management of our natural resources and our goal to move to a green, carbon neutral economy by 2050.

On the occasion of the One Forest Summit, the EU and PNG invited other Team Europe members to join these efforts and work together to support PNG in protecting its forests and increase resilience against climate change.

The EU acknowledged PNGs leadership at the global stage on climate change and biodiversity and expressed interest to partner bilaterally as part of efforts to raise ambition on climate action.

With approximately 78 per cent of its landmass covered by forest, PNG is one of the most biodiverse countries in the world. It is home to the third-largest tropical rainforest in the world and more than 7 per cent of the worlds biodiversity.

The new project aims to support Papua New Guinea in the area of forestry, climate change and biodiversity around these main axes:

PNG PM Marape calls on Intelligence Organisations to investigate transactions "IndyWatch Feed Niugini"

PNG  Prime Minister   James Marape says he is surprised to read an investigative report published by foreign media on alleged financial transactions involving former senior managers of PNG Ports and an Australian businessman

PM Marape says he also has no knowledge of the alleged financial transactions or the relationships between former senior management of PNG Ports, the PNG Ports operator International Container Terminal Services International (ICTSI) or Australian businessman Don Matheson as mentioned in the report circulated.

A joint investigative report was published on March 2 by Organized Crime and Corruption Reporting Project (OCCRP) and Australian Broadcasting Corporation (ABC) on a Manila-based multinational ports operator, ICTSI, that allegedly transferred funds into Mathesons Singapore company account that then paid perks to senior officials of PNG Ports.


The Prime Minister said the report, published and circulated online, had nothing to do with him as he had no knowledge of this issue.

I have called for our National Intelligence Organisation and International Revenue Commission to investigate the allegations of impropriety and corruption, and ask the publishers of the report to tabulate what ever evidence they may have, PM Marape said.

I am very concerned that this report implicates our best-performing State Owned Enterprise. As I speak, Minister Hon. William Duma, has  started an internal review on this matter because we have a substantial infrastructure and operational improvement programme going on in PNG Ports.

As a senior member of the Royal Port Moresby Golf club, I meet and greet, and play with any one who walks into the club, including Mr Matheson.I have no much detail of his work or business, apart from the fact that he was a town planner and previously sponsor of Waghi Tumbe rugby league team.

According to the report, OCCRP has found no evidence of wrongdoing by me, as Prime Minister. Therefore, to set the record straight, I never knew Mr Mathesons other backgrounds as indicated by the authors of this article and am equally surprised as well.

Vanuatu, now in a declared State of Emergency, was first hit by a Category 4 tropical Cyclone Judy and, two days later, by Cyclone Kevin, with winds measuring up to 230 kilometres an hour, according to the Fiji Meteorology Service. On Friday (03.03.23), two earthquakes registering 6.5 and 5.4 in magnitude also hit the island nation. No casualties have been reported as yet but hundreds of people remain in emergency evacuation centres in the Capital of Port Vila.

Prime Minister Marape said he was very concerned at the news and said his government would do everything to help the people of Vanuatu overcome these disasters.

"I am very concerned to hear this news of destruction and damage brought about by the cyclones," said PM Marape.

"Our Pacific island states are prone to natural disasters of all kinds and the smaller island countries feel the effects even more than bigger countries like PNG. As Pacific people, we always stand together united to face these challenges.

United Nations secures High Seas Treaty protecting 30 per cent of worlds oceans "IndyWatch Feed National"

More Than 100 countries have Agreed to sign a new treaty to protect the high seas. They have signed a new agreement at the United Nations to reverse biodiversity loss.

The legally binding treaty commits signatories to ensure sustainability. It has taken 15 years to reach agreement on a policy that is an important part of a broader ambition that involves global effort to restore 30 percent of the worlds land and sea by the end of the decade.

It covers like fishing restrictions, international shipping routes, rejigging deep sea mining, and a better sharing of resources.

A major sticking point has always been the commercial interests that rely on the maximum exploitation of resources. This is one reason the discussion has gone on for 20 years.

On the other hand, changing global community attitudes have pushed the other way, increasingly pressuring governments to act, until something had to be done.

Another issue has been the insistence of poor nations that they should not be the ones to bear the brunt of the cost of conservation. They argue that it is the richest nations that have caused the most damage and can afford to shoulder the greater responsibility. They also put that trich nations should do much more to foster sustainability by transferring technology to others.

Greenpeace says 11 million square kilometres of ocean must be put under protection every year until 2030 to meet the target.

Countries must formally adopt the treaty and ratify it as quickly as possible to bring it into force, and then deliver the fully protected ocean sanctuaries our planet needs, said Laura Meller, a Greenpeace oceans campaigner who attended the talks.

403 US Labor and Civil Society Groups speak out on Indo-Pacific Trade Deal "IndyWatch Feed National"

Monday March 6, 2023: Over 400 US labor and civil society organisations have written to President Biden outlining their priorities for the pending Indo-Pacific Economic Framework (IPEF) trade agreement. The letter comes shortly before the Office of the US Trade Representative is expected to introduce US proposals for IPEFs labor, environment and digital trade chapters during a key negotiating round being held in Bali, Indonesia, on March 13-19.

A wide range of organizations across the United States are ready to fight for an Indo-Pacific trade deal that furthers the Presidents vision of creating a new model for trade and international cooperation that prioritizes working people, combats global climate change and reins in Big Tech abuses, said Arthur Stamoulis, executive director of Citizens Trade Campaign, which organized the letter. Whatever labor, environmental and digital positions the US ultimately introduces will play a big role in determining whether IPEF is helpful in advancing these goals."

The 403 organisational signers on the letter include: Amazon Labor Union Amnesty International USA, Asian Pacific American Labor Alliance, BlueGreen Alliance, Communications Workers of America (CWA), Greenpeace USA, International Association of Machinists and Aerospace Workers, International Brotherhood of Teamsters, National Association of Consumer Advocates, National Family Farm Coalition, National Organization for Women, Public Citizen, Presbyterian Church USA, Rethink Trade, Sierra Club, Trade Justice Education Fund,  United Steelworkers (USW) and many others.

Covering prams with dry fabric a risk to babies "IndyWatch Feed National"

Weve all done it keeping our bubs safe from the sun with a sarong or a baby blanket to keep the sun off them. Little did we know that danger.

Twenty-nine per cent of parents believe that babies prams should be covered with a plastic cover, muslin, or a blanket, to protect their babies from the sun, a survey by Red Nose Australia has revealed.

During Safe Sleep Week from March 6 12, Red Noses annual national awareness campaign to help save little lives, Red Nose is urging parents to avoid covering their pram with dry fabric or plastic covers as this reduces airflow and increases temperatures within the pram in warm weather. Overheating is a known risk factor for SUDI and SIDS.

Covering a pram can raise the temperature inside

A recent study published in the journal Ergonomics found that covering a pram on a hot day in Australia can raise the temperature inside a pram by almost four degrees celsius. The study also found that using a moist muslin cloth and a battery-operated fan dropped the heat in a pram by five degrees in hot weather.

Overheating increases the risk of SIDS and Red Nose recommends to check your baby frequently and look for signs of heat stress such as:

  • Listlessness or irritability
  • Skin may be pale and clammy initially, becoming hot and flushed
  • Increased sweating in early stages; decreased sweating as heat stress progresses toward heatstroke

National Health Promotion Manager, Red Nose Australia, Dr Bec Thornton, says the results of our Safe Sleep Week survey are concerning, as covering a pram with a plastic cover, blanket, or other dry fabric can actually increase the risk of heat stress for babies.

Babies are far more sensitive to temperature changes than adults. In fact, an infants temperature can rise three to five times faster than an adults due to their size. So, its important to be vigilant about monitoring their environment and looking for signs of overheating, such as irritability or clammy skin.

Red Nose suggests that it is essential to keep the sun off your little one, but covering the pram with a dry blanket or wrap is not necessarily safe, so using a damp muslin cloth is a safer option, or you can consider an umbrella or other ways to keep the sun off your child.

If parents use a damp muslin wrap to cover the pram, Red Nose recommends that they check the wrap every 20 minutes and re-wet it, as needed, to prevent it from drying out.

We are in a beach house with the front and back verandahs and garage converted to more house and we currently have flooding in the foyer, bedroom, one office and three separate leaks on the back verandah room. The roof was rusty when we moved in. It's been leaking since early 2022 when we got some rain. The bedroom and office leaks are coming from the floor, so that's from oversaturation and slow drainage, I imagine. While we all hold our partners in contempt from time to time, when contempt becomes a regular occurrence, Gottman says the relationship could be doomed.

The odd thing about contempt is that instead of the two partners working together, contempt can push them not only further apart, but also put them in a war zone. However, contempt is not just bad for relationships, research has also pointed out that contempt can harm our health. Based on the research, when people hold others in contempt in their communication, they have a higher likelihood of ending up with a major disease like heart disease or cancer.

If you feel like you and your partner may be holding each other in contempt, it may be helpful to sit down and face negative feelings together. Additionally, if you want your relationship to survive, Gottman says it is of the utmost importance to let your partner know they are appreciated and to be sure to show it on the regular.

Our elected Council members (and, no less so, the paid public servants who are entrusted with the task of carrying out their decisions), occupy positions of public trust. Their duty is to carry out the will of the people.

I would ask readers to keep this in mind as I recount my attempts to discover the rationale behind this hugely unpopular proposal to close Eskdale School.

The North Yorks Enquirer has published approaching a thousand of my articles. Of present interest, and in the present context, I would hope readers may have seen two in particular.

1) On 24th February, my Open Letter to the Co-Chairs of the WSP Board of Governors (Christina ZANELLI and Su CROSSLAND) and the fairly recently appointed WSP Executive Head Teacher (Mr Jamie HENSHAW) sought answers to some of the questions parent and carers of Whitby school children (past, present and future) have been asking me:

I wanted to know why it was that, in a letter to parents/carers dated 22nd May 2022,  the Co-Chairs had misrepresented the newly-appointed Executive Head Teacher (Mr Jamie HENSHAW) as having, in his previous position, led the Newcastle Academy to an (improved) OfSTED rating of Good.

He did no such thing. Follow the link and you will see that I produced the documentary evidence underpinning this assertion.

Unfortunately, Ms CROSSLAND and Mr HENSHAW ignored my Open Letter, leaving it to Ms ZANELLI to respond, which she did though not from her WSP account; rather, from her Yorkshire Endeavour Trust (YEAT) account. Ms ZANELLI perhaps mistook her desired future for a present-day reality?

In any event, Ms ZANELLI did respond to me, apologising for a genuine mistake, pleading a clerical error as her excuse for the 22nd May 2022 misinformation and excusing herself (and Ms CROSSLAND) on the grounds that they are unpaid volunteers with full time jobs, and as such errors do sometimes occur.

Obviously. But surely, as an honourable man, Mr HENSHAW would have been at pains to correct a misinterpretation that...

Scientists have struggled to explain the Apollo findings "IndyWatch Feed National"

COVID-19 is the story of how governments around the developed world corralled their populations into the acceptance of novel, draconian measures to combat a virus. The most extraordinary of these measures was the mandating of experimental vaccines to large segments of the population. The vaccines were relentlessly promoted as safe and effective by public health authorities notwithstanding reports of tens of thousands of deaths attributed to the vaccines. In COVID-19, science was exposed as propaganda of the US and other governments.

The question is, how did this happen? How did science, the intellectual centerpiece of western civilization, get reduced to a cheap dictatorial tool?

Part of the answer may lie in Project Apollo; the US program that purportedly successfully mounted manned expeditions to the moon.

There is strong, independent confirmation of successful expeditions to the moon. Retro-reflectors placed on the surface of the moon in the Apollo 11, 14 and 15 missions have been detected at diverse observatories. However, the question of whether these missions to the moon were manned, is much more contentious. Imagery from the missions is unconvincing. Also, the inability of the US government to provide technical background to the missions raises doubts.

The most objective evidence provided by the US government of its claim to have reached the moon with manned spaceflight is a collection of specimens purportedly gathered from the surface of the moon. The collection includes 842 pounds of rocks and dust from the six missions. Studies have not explicitly tested whether the samples were truly from the moon. However, hundreds, if not thousands, of studies have been performed using these samples. The volume of studies alone implies the authenticity of the the samples.

A closer look at these studies, however, finds that scientists struggled to reconcile findings from the moon specimens with fundamental scientific principles. Some of the problematic observations were:

  1. One Moon rock has a crystal structure that is typical of rocks formed on the Earth. Development of an explanatory model is ongoing. Investigators suggest the possibility that the particular rock arrived from the Earth as a meteor.
  2. Certain meteorites found on the Earth resemble moon rocks. The similarity gave rise to the theory of lunar meteorites by which rocks arrive at the Earth after ejection from the lunar surface.

There are two days of the court case left in June this year. The verdict will follow probably one to two months later.

Todays GOP: Full of Sound and Fury, Signifying Nothing "IndyWatch Feed National"

One of the great mysteries of our time is why anybody would vote for modern Republicans at all well, apart from religious fanatics, hard-core racists, people who believe in space lasers, and those who want to see the US fail. Sadly, there are tens of millions of Americans who fall into one or more of these categories. Still, one would hope that their number is insufficient for the GOP to win any election.

By the way, that isnt to say that Democrats are an overly appealing option, but if you must pick between doing the dishes and getting thrown into a pit of fire ants, you should do the dishes.

Yet, here we are, with Republicans controlling the House of Representatives (in the same way parents control hyperactive quintuplets after an ice cream party) as well as both the entire state legislature and the governorship in 23 states.

If you choose to believe that the aforementioned core GOP demographics do not make up all Republican voters, then how do these candidates get elected? The answer is likely that there is a sufficient number of Americans who believe that Republicans have a plan and that this plan is good for the US.

The people in the first group are a lost cause. If you believe that Donald Trump is a virtuous orange messiah, that caravans of brown people looking for a better life want to replace whites, or that your political opponents are vampires, then there is no hope for you.

Things are a bit different for folks in the second category. Lets call them non-nutjob conservatives. They are convinced (without much evidence) that Republicans are good for the economy, law and order, national security, and values. Many of them likely inherited their beliefs from their parents, or they just watch a lot of Fox News.

Its no surprise that the right-wing propaganda outlet dedicates so much of its coverage ahead of elections to just those issues that appeal to this demographic: lawlessness in America, a decaying economy, insecure borders, and crossdressing liberal teachers who want to turn kids gay.

In other words, they are trying to dupe well-meaning people who love their country into voting for a party that is neither well-meaning nor seems to love the US all that much.

The midterms have shown that there is a level of insanity that these non-nutjob conservatives wont tolerate (but that is fervently embraced by the full-MAGA crowd).

Indias Education Market: The Next Neo-Colonial Frontier "IndyWatch Feed National"

Over the last week or so, Australian politicians and representatives of the university sector got busy pressing flesh in India, hoping to open avenues that have largely remained aspirational. It was timed to coincide with G20 talks in New Delhi, which has seen a flurry of contentious meetings traversing security, economics and education, all taking place in the shadow of the Ukraine War.

A starring outcome of the various discussions was an agreement between Canberra and New Delhi to ensure the mutual recognition of qualifications. On March 3, the Australian Minister for Education, Jason Clare, stated in a media release that the Mechanism for the Mutual Recognition of Qualifications was Indias most comprehensive education agreement of its type with another country.

Such a mechanism would ensure that Indian students attaining a degree from an Australian university would have it recognised should they wish to continue higher education in India. The release continues to optimistically extol the merits of the mechanism, which would open a world of possibilities to develop flexible and innovative partnerships between the two countries. Minister Clare and his counterpart Shri Dharmendra Pradhan also reaffirmed their wish to establish an Australia India Working Group on Transnational Partnerships.

A number of memoranda of understanding, totalling 11 in all, were also signed, stressing bilateral cooperation between India and Australia in a number of fields, including law and bio-innovation. The developments today, announced the Indian Ministry of Education with certain effusion, will create more opportunities for two-way mobility of students and professionals for the purpose of education and employment, and pave the way for making education the biggest enabler in taking India-Australia bilateral relationship to greater heights and shared aspirations.

The public relations front was also busy with fanfare. Brian Schmidt, Nobel laureate and vice-chancellor of the Australian National University, met students and officials at Sri Venkateswara College of the University of Delhi. His polite welcome was shaded by the more raucous one given to former Australian test cricketer Adam Gilchrist, who acts as the University of Wollongongs global brand ambassador. For such institutions, brands come before brains.

Gilchrists presence was unsurprising, given the zeal with which the university he represents is pursuing a base in India. (The added point here is that Indians are utterly bonkers for cricket.) The soft power of cricket...

The foreign ministers of QUAD countries met on Friday and reaffirmed the grouping's commitment for a "free and open Indo-Pacific," releasing an 18-point joint statement that analysts viewed as lousy clichs with a confrontational mentality, as it singled out Russia and North Korea on regional security issues and played up the "China threat" in a subtle and veiled way.

Considering that no joint statement was reached at the G20 Foreign Ministers' Meeting (FMM) one day earlier, Chinese experts said the QUAD's joint statement further demonstrated that the US has lost patience and confidence in being able to lead the multilateral platform and make use of it.

Indian External Affairs Minister Subrahmanyam Jaishankar, Japanese Foreign Minister Yoshimasa Hayashi, US Secretary of State Antony Blinken and Australian Foreign Minister Penny Wong attended the talks held in New Delhi. Indian media said they were the first talks since they met in September 2022 in New York.

In the joint statement, the four ministers reaffirmed the Quad's steadfast commitment to supporting "a free and open Indo-Pacific," a term linked with the US' "Indo-Pacific strategy," which aims to contain China. 

In the joint statement, QUAD ministers mentioned "challenges to the maritime rules-based order, including in the South and East China Seas."

We always believe that cooperation between countries should conform to the trend of peace and development of the times and should not be confined to exclusive "small cliques," said Chinese Foreign Ministry spokesperson Mao Ning. 

"We hope the relevant countries will do more to enhance security and mutual trust among regional countries and safeguard regional peace and stability," Mao said at a press briefing on Friday.

Certainty closes the minds of those possessing the Truth from on High. These darlings of the gods may even feel sorry for those benighted Unfortunates with the temerity of disagreeing with them and try to persuade them to see reason to save them from themselves. 

As the blood-stained pages of history amply attest, dogmatists may try to convert, persecute, torture, or even burn their victims at the stake for their own good.  Dogmatic certainty can be a very dangerous thing and turn the powerful of this world into monsters about a difference of opinion.

It is an odd quirk of fate that some dogmatists will try to convert unbelievers not to convince them but rather themselves, since converts strengthen the dogmatists faith in themselves.

Some who adopt such sinister measures of persuasion like burning at the stake may even be prompted not by certainty, but an inner doubt so alarming that they must silence it by projecting it onto their victims to find inner peace to rid the world of these heretics and their own doubts.

Such persecution, torture, and murder have always been the stock-in-trade of dogmatists in dealing with dissent, and especially when they are also demagogues who ascend to power to impose their will on their people, so that dissent becomes treason.

Democracies, on the other hand, know that dissent isnt treason, but the lifeblood of democracies.  A government which oppresses a democratic people is no longer morally legitimate because it has lost the consent of the governed and rules only by force, at times with a fig leaf of legitimacy called the Divine Right of Kings.

Let us consider such a dogmatist-as-tyrant as the very embodiment of this closed-minded certainty:

He is not someone of humility who realizes his own past errors, with the confident expectation that he will doubtless err again; nor someone who modestly affirms his perception of truth and refuses to call it Divine Revelation.

Nor someone who is aware that when several answers are possible, his alone need not be true and allows himself to be counseled by seasoned advisors about which answer is best.

Nor is he someone who realizes that various factors may predispose him to think as he doeshis upbringing, temperament, age, race, social class, religion, nationality, profession, or an uncontrollable lust for power.

Nor someone who realizes that these conditioning factors may be not merely influencing him, but doing his thinking for him, and so he adopts a healthy live-and-let-live attitude toward those who disagree with him.

No, he is none of these, but the Omniscient One, who through some mysterious dispensation has been vouchsafed from above the divine prerogative to know what is right and wrong, true and false, wise and foolish for all men and all women in all times and places. Nay, he is the Enlightened One Himself who, sitting enthrone...
