The music industry pressures of stardom and life on the road make it hard for marriages and relationships to last. So youd expect musical spouses would not choose to work together.

A surprising number of them do work together, creating successful and enduring musical and personal partnerships. One of the most successful happened here in Australia.

In the 1940s, a young singer called Slim Dusty was on tour, where he met Joy, one half of the McKean Sisters. Joy and Heather were big radio stars then, while Slim was relatively unknown.

Joy and Slim got married, and Joy was Slims manager for 50 years, writing many of his most popular songs. Together, they made more than 100 albums, won awards aplenty, and toured like no other act.

Joy McKean died in May. She was 93.

Australian Universities Accord Interim Report Released "IndyWatch Feed Capricornia"

The Australian Universities Accord released an Interim Report reviewing Australias higher education system. This is the first major review of higher education since the 2008 Bradley Review.

This interim report provides a blueprint for various issues on Australias high education system including the need to address labor shortage gaps by integrating university courses with vocational educational and training providers.

Advocates call for national wellbeing framework to address poverty "IndyWatch Feed Capricornia"

The Albanese government has released Australias inaugural national wellbeing framework, Measuring What Matters. 

The framework includes 50 key indicators and aims to track societal and economic progress more effectively. Themes of Healthy, Secure, Sustainable, Cohesive and Prosperous underpin the framework, which will be in addition to more traditional measurements like GDP, employment, and inflation. 

The government has welcomed feedback on the framework, which will evolve over time with the aim of providing better societal and economic indicators to improve the wellbeing of all Australians. 

But advocates in the social services sectors say more focus needs to be placed on addressing poverty in Australia.

When Bias And Barngarla Clash With The Law Of The Land "IndyWatch Feed National"

Generally speaking, theres good reasons and bad reasons to oppose government projects, whatever they may be. And then sometimes, the reason itself lacks reason. Geoff Russell weighs in on the recent decision to block the construction of a nuclear waste dump in South Australia.

I recently emailed the Federal Court asking for a link to the registry of cases so I could find out the relevant details of the Kimba Nuclear Waste Repository legal case which got coverage in most kinds of media a few days ago.

Someone with one of those oxymoron job titles, a Client Services Officer, replied: Please provide a file number of your matter so the registry may further assist.

If I had the bloody file number, I wouldnt need to see the register.

Ive dealt with the legal system before in my life, and promised myself to strenuously avoid it in future. I come out in a rash within 100 metres of a courtroom. But bugger it, sometimes you really need to read the actual decision rather than rely on reports.

Happily, a second client services officer responded to my second request for information with a link to the judgement; a good place to start.

 

The non-reasons for the decision

The ABC report was ambitiously titled: Heres what we know about the Kimba nuclear storage facility decision. It reported that the area concerned had no native title but was a dryland wheat farm.

Its not clear if the Barngarla people understand why they won the case. The ABC reported:

The Barngarla people have a sacred site for women near Kimba, which they fear a facility would destroy.

The Seven Sisters Dreaming is through that area, Barngarla woman Dawn Taylor said.

The Guardian reported:

Its about listening to the First Nations people, the corporations chair, Jason Bilney, said after the ruling.

The lesson is about truth-telling. You can go on about the Voice, but its about listening to the First Nations people and here we are today and we prevailed and we won.

This case definitely wasnt about truth-telling. The truth is that radioactive minerals litter the Barngarla lands and this waste repository poses no risk whatsoever to any mythical beings or stories; both being impervious to radiation. And of course, all of the above gratuitous quotes were irrelevant to the actual legal case. You can read the full judgement here.

Exposures are revealing the systemic and corrupt behaviour of the big four "IndyWatch Feed National"

First the PwC scandal and its fraudulent relationship to government. Now Deloitte is taking a hit as its similar toxic relationship with government is made public, thanks yet again, to whistlebower leaked documents.

The new scandal makes it clear that there is something wrong with the ways the consultancy giants operate and that this is systemic to the way they do business. The problem cant be written off as merely a case of a few bad apples. It demands an appropriate response from the government, and when this isnt coming, the rest of us gets to pay the price.

Consider the Deloitte case. Access to confidential defence documents was given, and they were used to help Deloitte line up lucrative government contracts.  Deloitte was previously involved in the creation of the Robodebt scheme that is now recognised to have been illegal. Get the picture?

A third of the big four, EY or Ernst and Young as it used to be known, was the advisor to the Victorian government on the Commonwealth Games and central to the cost blowout from around $2.5 billion to almost $7 billion.

Fourth on the list is KPMG. This one might not have been caught out yet. But consider this. Its Australian division was fined $US450,000 in a United States court in 2022 for violations by the Public Company Accounting Oversight Board (PCAOB) over several years, in connection with its internal training program. They were found to have shared confidential information with their clients. Federal Labor tightens procurement regs on consultancy firms, as PwC scandal deepens "IndyWatch Feed National"

With the revelations that large consultancy firm, PwC, had misused government information for commercial gain, The Echo asked local federal MP, Justine Elliot, whether she supports a royal commission into the consulting industry and to formally ban firms that breach legal and ethical standards? 

According to www.theguardian.com, a former KPMG partner is asking for just that.

Another large consultancy, Deloitte, has also admitted misuse of government information.

Mrs Elliot told The Echo The Albanese government is horrified about the PwC revelations. Treasury has referred the matter to the AFP and it is currently under investigation.

As way of background, she says The Department of Finance has already taken a number of actions under the Commonwealth Procurement Framework to strengthen our systems following the disclosure of the PwC emails

Secretaries have been reminded that ethical behaviour must be taken into account as part of the value for money assessments which underpin decisions under the procurement framework.

PwC has been directed to stand down employees who were involved in, or had knowledge of, the tax matters from government contracts, until the Switkowski investigation is completed, and the department is satisfied that the direction can be lifted.

New clauses 

New clauses will be included into the standard government procurement contracts to further strengthen the ability of the government to cancel these contracts in response to such behaviour in the future.

Hi, Im searching for what everyone is paying for pressure washing homes in Cairns. I had my large driveway and surrounding concrete done for $100 p/h. It took him 6 hrs and he sprayed it with chlorine to keep further mould away longer.. beautiful no worries. Now Ive been looking for a package quote to do my roof and gutters and have been quoted $1975.00 for what he believes to be another 6 hrs work. So over $200 p/hr rate to pressure wash?? Youve got to be joking! You arent a specialist tradesman ffs

Spain hits Apple and Amazon with $218 million combined antitrust fine "IndyWatch Feed National"


Apple's consolidation of its third party iPhone, Mac, and iPad resellers to Amazon has induced Spain's antitrust agency to levy a $218 million fine in total on the pair.

Spain's Comision Nacional De Los Mercados Y La Competencia (CNMC) announced in July 2021 that it was investigating if Apple and Amazon have unfairly colluded to "reduce competition in the Internet retail market for electronic products."

Specifically, the group was looking for proof of any deals that the pair made limiting sale of Apple products to Amazon itself. Two years later, it appears to have found the proof it was looking for, and has fined the pair 194.1 million euros in total.

"We reject the suggestion made by CNMC that Amazon benefits from excluding sellers from its market place, as our business model hinges precisely on the success of the companies selling through Amazon," Amazon said in a statement to Reuters on Tuesday morning.

Both Apple and Amazon have stated that the deal benefits consumers, protects buyers from fake products, and increases the number and magnitude of discounts offered to customers.

Of the 194.1 million euro fine, Apple was hit with 143.6 million, and Amazon 50.5 million euro. Both companies have already said that they will appeal the matter, and they have two months to do so.

More people are registering at the Torokina Care Centre according to the Community Government Manager for TOROKINA District, JOEL SAVIONI.
He told New Dawn FM from Torokina this morning that although ash fall have slowed down it is not stopping meaning that many people will need to be relocated to the Piva Care Center.
As of this morning 563 people are at the care-center and this are from a total167 households.
MR SAVIONI said more are expected to arrive today and tomorrow.
He said that currently the people need drinking water and containers for water storage and his team are trying to manage the relief supplies brought in by the Chopper.
On the question if he had experienced similar eruptions earlier, he said that in 2014 there was a big ashfall that destroyed water and food gardens but this time its a minor eruption at this stage.
He said that people are building their own tents at the District office grounds and would need additional tarpaulins Canvas for new people coming in to build tents.
On if they are facing some health situations due to the continuous ashfall, he said just cough at this stage.
He said some health center supplies were brought in already.

As noted in my 19 July 2023 article, an international one-day conference was held in London on July 16, 2023. It was advertised as an SRA conference: Satanic Ritual Abuse, under the auspices of Jeanette Archer of the UK.  (The speaker from Australia was Rachel Vaughan. She did not speak directly on the topic of satanism, using her 25 minutes instead to report her research into the deaths of abducted children.) The full 7-hour video of the conference is available.

Todays article will be short. The so-called Family murders, that took place in Adelaide from 1979 to 1983, are not a matter on which I have expertise. On the other hand, Im not stupid and I can see, as you can see, when something is just way off the mark. This article is written in reaction to page 232 of the book by Debi Marshall entitled Banquet, published in 2021.

Congressional Concerns: Stalling Nuclear Submarines for Australia "IndyWatch Feed National"

Any security arrangement with too many variables and multiple contingencies, risks stuttering and keeling over. Critical delays might be suffered, attributable to a number of factors beyond the parties concerned. Disputes and disagreements may surface. Such an arrangement is AUKUS, where the number of cooks risk spoiling any meal they promise to cook.

The main dish here comprises the nuclear-powered submarines that are meant to make their way to Australian shores, both in terms of purchase and construction. It marks what the US, UK and Australia describe as the first pillar of the agreement. Ostensibly, they are intended for the island continents self-defence, declared as wholesomely and even desperately necessary in these dangerous times. Factually, they are intended as expensive toys for willing vassals, possibly operated by Australian personnel, at the beckon call of US naval and military forces, monitoring Chinese forces and any mischief they might cause.

While the agreement envisages the creation of specific AUKUS submarines using a British design, supplemented by US technology and Australian logistics, up to three Virginia Class (SSN-774) submarines are intended as an initial transfer. The decision to do so, however, ultimately resides in Congress. As delighted and willing as President Joe Biden might well be to part with such hulks, representatives in Washington are not all in accord.

Signs that not all lawmakers were keen on the arrangement were already being expressed in December 2022. In a letter to Biden authored by Democratic Senator Jack Reed and outgoing Republican Senator James Inhofe, concerns were expressed about the state of the US submarine industrial base as well as its ability to support the desired AUKUS SSN [nuclear sub] end state. Current conditions, the senators went on to describe, required a sober assessment of the facts to avoid stressing the US submarine industrial base to the breaking point.

On May 22, a Congressional Research Service report outlined some of the issues facing US politicians regarding the procurement of the Virginia (SSN-774) submarine for the Australian Navy. Should, for instance, Congress approve, reject, or modify DODs AUKUS-related legislative package for the FY2024 NDAA [National Defense Authorization Act] sent to Congress on May 2, 2023? Would the transfer of three to five such boats while pursuing the construction of three to five replacement SSNs for the US Navy have a net impact on collective allied deterrence? And should Beijing even worry, given some unequivocal remarks from Australian officials that they would not automatically use the US-supplied boats against them in a conflict involving Washington.

Over the first week of July 2023, the Australian Defence Force (ADF) conducted Exercise Sea Raider across the coast of North Queensland.  



After completing Exercise Sea Explorer 2023, and a short stay at Townsville, the Royal Australian Navy (RAN) Canberra-class landing helicopter dock (LHD) ship HMAS Adelaide (III) (L01), along with the Bay-class landing ship HMAS Choules (L100), have again been in waters off Bowen. They have been the launching points for various amphibious landing exercises on the Bowen foreshore, as well as multiple helicopter insertions of personnel and equipment into the Bowen township.

G20 Labour, Employment Ministers Asked to Embrace International Solidarity

Mr. Gilbert F. Houngbo, Director-General, International Labour Organization (ILO), has called on G20 Labour and Employment Ministers to tackle skills gaps, invest in social protection systems, and embrace sustainable financing mechanisms for employment and social protection policies.

He also called for the closing of the growing fractures in the global labour market and reducing inequalities.

Mr. Houngbo made the call at the G20 Labour and Employment Ministers meeting, which highlighted the need to sustainably finance social protection, to extend social security to more workers, including in the gig and platform economies, and to address the global skills gap.

The Ministers meeting, which was hosted by India and took place in Indore also, focused on three main topics: addressing the global skills gaps, extending social protection to platform and gig workers, and sustainably financing national social protection systems, according to a document made available to the Ghana News Agency.

At present, the global employment divide is deepening in the face of global shocks and risks, with low-income countries being left further and further behind, Mr. Houngbo stated.

To tackle this situation and to promote social justice, more global resources must be mobilized.

Initiatives such as the UN Global Accelerator on Jobs and Social Protection for Just Transitions play a pivotal role in generating the necessary technical and financial support.

Such endeavours need to be part of a broader reform of the international financial architecture to make more resources available for achieving the Sustainable Development Goals (SDGs), the ILO Director-General said.

Mr. Houngbo spoke about the Antalya Youth target of reducing the share of 15 per cent of the young people who are most at risk of being permanently left behind in the labour market by 2025.

An aircraft we haven't seen in Central Queensland for quite some time in the form of Avcair (Avgunn) LearJet 60 bizjet VH-OLJ was noted visiting Rockhampton Airport over the weekend.


It looked to arrive from Archerfield on Saturday 15 July and then return there on Sunday 16 July.

Meanwhile, also on Sunday 16 July, Hughes Aviation (Hughes Pastoral Group) (Gympie) Pilatus PC-12//47E NGX VH-8HP was noted departing Mackay Airport for Miranda Downs before it then flew to Mount Isa and Lake Nash.  During the afternoon it flew from there to Emerald Airport and Keeroongooloo. 

LifeFlight (Aeromed) Canadair CL-600-2B16 Challenger 604 bizjet VH-OFB "Ambulance 624" landed at Mackay Airport from Cairns and Townsville before then flew down to Brisbane.  Sistership, VH-OFC "Ambulance 634" visited Rockhampton Airport from Brisbane early on Saturday 15 July.

While also on Sunday, Sydney-registered Robinson R44 II helicopter VH-YEO flew up from Tyagarah to call into Hervey Bay (Fraser Coast), Rockhampton and Mackay Airports before finishing the day at the Whitsunday Airport at Shute Harbour.  It looked to have departed Sydney on Saturday 15 July.

UPDATE!  Over the subsequent days, VH-YEO has ended up flying through Far North Queensland and on to Darwin.

Property Maintenance Australia P/L Pilatus PC-12/47E VH-WJA departed Hamilton Island Airport for Dubbo.  It had arrived from there last Sunday 9 July.

Victoria-based Cessna 402C VH-ZMG flew up from Scone and Tamworth to Emerald Airport before it then continued to Cairns.

A United Nations expert said hundreds of boys are being "snatched" from their mothers in camps controlled by the Kurdish-run Syrian Democratic Forces (SDF) in the northeast of the country, warning the practice was causing irreparable harm and violated international law. 

Fionnuala Ni Aolain, UN special rapporteur for the promotion and protection of human rights and fundamental freedoms while countering terrorism, is the first UN expert to gain access to the Al-Hol and Al-Roj camps.

Speaking after a six-day trip to northeast Syria, Aolain said the "cradle to the grave detention" of children broke international law and was taking place without any "legal procedure".

"The thing I will say that concerned me the most and my team the most as we visited northeast Syria was the mass indefinite and arbitrary detention of children, particularly boys, in various types of facilities," said Aolain. 

"This systematic practice of enforced separation... is in clear violation of international law."

Your Precoiner Friends Might Not Understand The Problems That Bitcoin Is Solving "IndyWatch Feed National"

This is an opinion editorial by Mickey Koss, a West Point graduate with a degree in economics. He spent four years in the infantry before transitioning to the Finance Corps.

It may seem counterintuitive, but in my last four years serving for the U.S. Army, Ive essentially been a customer service specialist, whether its addressing pay issues in the military pay office as a commander, or addressing travel or budget questions as a comptroller in an operational unit.

Of late, Ive found myself asking more questions of the customers than theyve been asking of me. Ive come to realize that many people dont really understand the problems they are experiencing. And, because of this conundrum, the questions they ask me when seeking assistance may not yield an answer that actually solves those problems. Ive come to realize that a large part of my job has become uncovering the actual problems, so that I can fix them at their roots.

Therein lies a common thread Ive found with orange pilling and teaching people about Bitcoin. Much like the soldier who approaches me, asking a question that doesnt quite make sense, your friends and family may be asking you strange questions as well without a real understanding of what problems Bitcoin is trying to solve.

As stewards of the Bitcoin space and de facto ambassadors to our circles of acquaintance, I see the Bitcoiners role as similar to that of a customer service professional. People dont understand the monetary system, let alone the problems they face within. (Insert the potentially-overused analogy about asking a fish about water here.)

Instead of answering questions blindly and taking them at face value, I challenge you to dig a little deeper next time. Help your curious friend understand what they are asking. Help them uncover the issues they didnt know they cared about. Help them ask the right questions. Otherwise, they may never get their problems solved.

Helibiz / Heli Lift Bell 205A-1 VH-WOC (ex P2-HBX) Spotted at Rockhampton Airport Heading North - Plus More! "IndyWatch Feed Capricornia"

On Friday 14 July, recently registered Helibiz / Heli Lift Bell 205A-1 VH-WOC was spotted as it arrived into Rockhampton Airport.  It looked to have flown up from Redcliffe via the Sunshine Coast and Bundaberg Airport.



The only recently re-registered Huey helicopter looked to be previously operated by Heli Niugini in Papua New Guinea (PNG) as P2-HBX.

UPDATE!  On Saturday 15 May, VH-WOC continued from Rockhampton Airport to Mackay Airport and then the Whitsunday Airport at Shute Harbour where it seems that it might be now based.

Another interesting helicopter that seemed to be flying 'with' Helicopter Resources (Tasmania) Aerospatiale AS.350B2 Squirrel VH-SRB which also landed at Rockhampton Airport after flying up Tassie via all stops including Roma Airport.

UPDATE!  On Saturday 15 May, VH-SRB departed Rockhampton Airport but only flew to Mackay Airport.

And LifeFlight Agusta Westland AW139 helicopter VH-XIA "Guardian 10" flew up from Archerfield to Townsville via Gladstone and Mackay Airports.  It was spotted departing Mackay Airport and is possibly being deployed to North Queensland for upcoming Military Exercises.

Was going for a run and a first nations man on a bike biked by, slowed down and then started flashing a devil sign at me with hands (like the one Gene Simmons from KISS claims to have invented). Did it for about 2 minutes, I chose to ignore and he eventually biked off. Was near Parramatta park (near some government housing).

Is this cultural blackmagic, mental illness, drug behaviour or something else?

American-registered but Australian-based Gulfstream Aerospace G-V-SP (G550) Bizjet N360LF Arrives into Hamilton Island Airport - Plus More! "IndyWatch Feed Capricornia"

On Thursday 13 July, American-registered but Australian-based Gulfstream Aerospace G-V-SP (G550) bizjet N360LF was noted arriving into Hamilton Island Airport from Sydney.



At the time of writing, it appears that the Gulfstream is staying for at least the night.

UPDATE!  On Monday 17 July, N360LF departed Hamilton Island Airport and returned to Sydney.

Meanwhile, also on Thursday 13 July, (former?) Central Highlands Aerial Services (CHAS) Cessna 208 Caravan VH-LMZ landed at Blackall Airport from Archerfield. 

Beech 95-B55 VH-MYM visited Rockhampton Airport from its Gayndah Aerodrome base.

The Queensland Police Service (Airwing) (State of Queensland) Raytheon B1900D VH-PSK called into Rockhampton Airport from Cairns and Mount Isa.  It later returned to Cairns.

The Queensland Government Airwing (State of Queensland) Raytheon B300 Super King Air VH-SGQ also popped into Rockhampton Airport but from Brisbane and Townsville.  It later returning to the capital.

Microflite Pilatus PC-12/47E VH-8MF flew up from Melbourne (Moorabbin) to Hamilton Island Airport.

UPDATE!  On Sunday 16 July, VH-8MF departed Hamo and returned to Hamo. 

Finally, also on Thursday 13 July, re-painted 'classic' Great Western Aviation Beech B200 King Air VH-XGV landed at the Labona Station Airstrip within Adani Australia's (Bravus Mining & Resources) Carmichael Coal Mine site from Archerfield.  It then returned there via the Sunshine Coast.

Aerlink (formerly Hevilift) ATR 72-500 turboprop VH-FVY Spotted at Mackay Airport on new FIFO run to Moranbah Airport - Plus More! "IndyWatch Feed Capricornia"

On Tuesday 11 July, Aerlink (formerly Hevilift) ATR 72-500 turboprop VH-FVY was spotted at Mackay Airport soon after it had arrived from Moranbah Airport as HT722.  It had earlier flown up from Brisbane to Moranbah Airport as HT715.  This seems to be a new Fly-in Fly-out (FIFO) run and it seems to have operated since the start of June.


VH-FVY then departed Mackay Airport and returned to Moranbah Airport and then Brisbane as HT721/719.

While a trio of Seair Pacific / Istlecote Textron Aviation (Cessna) 208B Caravans were noted completing some Fly-in Fly-out (FIFO) runs in the region.

VH-TQI and VH-TLH arrived into Rockhampton Airport from the Gold Coast and Hervey Bay (Fraser Coast) Airport respectively before then both departing to the Labona Station Airstrip within Adani Australia's (Bravus Mining & Resources) Carmichael Coal Mine site and back to Rockhampton Airport.  VH-TQI then departed to Lady Elliott Island, while VH-TLH departed back to Hervey Bay Airport. 

VH-TFB arrived into Rockhampton Airport from Hervey Bay and Maryborough Airports before it then departed to Middlemount Aerodrome.  It then flew back to Hervey Bay Airport. 

And there was the 'usual' Fly-in Fly-out (FIFO) charter movements including DeGunst Transport P/L Textron (Cessna) 208 Caravan VH-NPZ which completed its weekly FIFO run from Bundaberg Airport to Nebo Aerodrome and back to Bundy direct.

Southern Airlines Beech B200 King Air VH-AMF completed the weekly FIFO charter flight up to Moranbah Airport. It flew up from Latrobe Valley and Bourke to Moranbah Airport before then heading back South to those places and then Melbourne (Moorabbin).

And Hinterland Aviation Cessna 208 Caravan VH-TFS flew down from Townsville to Mackay Airport then out to Labona and back to Mackay Airport and then back to Townsville as HND2290/1/2/3.

Royal Australian Navy (RAN) Sikorsky MH-60R Seahawk 'Romeo' Helicopter N48-018(918) "Tiger 18" Calls into Bundaberg Airport "IndyWatch Feed Qld"

On Wednesday 12 July, Royal Australian Navy (RAN) Sikorsky MH-60R Seahawk 'Romeo' naval combat helicopter N48-018 (Code 918) "Tiger 18" was spotted visiting Bundaberg Airport.



It appears to have made a special 'family' visit with personnel noted having photos with locals who turned out to see the Seahawk.

It is believed that the Seahawk arrived from and departed back to the Royal Australian Navy's Hobart-class air warfare destroyer HMAS Brisbane (DDG 41) which is in the area.

Australian Army Boeing CH-47F 'Foxtrot' Chinook Helicopter A15-301 "Chainsaw 12" Pops into Rockhampton Airport "IndyWatch Feed Qld"

On Wednesday 12 July, Australian Army Boeing CH-47F 'Foxtrot' Chinook helicopter A15-301 was spotted visiting Rockhampton Airport. It was heard to be using the radio callsign of "Chainsaw 12" and flew in from and back out to the North-East - possibly from and back to the Shoalwater Bay Training Area (SWBTA).





It is also believed that the Chinook also recently deployed to the Royal Australian Navy ship HMAS Adelaide which seems to be in waters near Shoalwater Bay.

Mt Bagana Bulletin Report as of Friday 21st July, 2023
Current Situation:
Emergency evacuation operations are still underway to move locals to the Care centres in Torokina
and Wakunai Stations respectively.
Assessment Update:
Aerial assessment was conducted on Tuesday 19 July 2023. A final report is yet to be received
from the Rabaul Volcanological Observatory (RVO).
Relief Update:
All relief efforts are being coordinated through Disaster Management Teams. Initial supplies of
food, water and shelter have been delivered to Wakunai Station and Piva Station in Torokina
respectively. The ABG has received confirmation from the National Government through the
Prime Minister that the PNG Defence Force Navy will be sending a barge with immediate relief
supplies to Bougainville. The barge is expected to arrive in Buka on Sunday 23rd July 2023. The
District Disaster Coordinators have also made a call out to the general public for assistance in food
or kind.
Health update:
Medical supplies for Torokina have been deployed today.
Surveillance: There is an increase in the number of diarrhea and sore eyes cases especially
in children. Clinical health officers are providing treatment as required.
Health Assessment Teams from the headquarters will be deployed to both Care Centres
by Monday 24 July 2023 to provide additional assistance and to conduct a proper health
assessment on the ground.
Health awareness is being carried out daily by clinical officers. People in the affected
communities are strongly urged to refrain from using the contaminated water for drinking,
cooking or washing. If a water source is found to be free from ash, it must be boiled first
before it is used for cooking, drinking etc. Education Update:
The Bougainville Education Secretary has suspended nineteen schools (primary and
elementary) located in the affected areas in both Torokina and Wakunai.
The suspension is for two weeks and will lapse on the 03rd August 2023.
Program development is underway to ensure some teaching and learning takes place at the
Care Centre during the emergency period, especially for grade eight students.
If the current situation persists, a submission will be made to the Bougainville Education
Board for a longer term suspension.

On Tuesday 11 July, Royal Australian Air Force (RAAF) Boeing B737-7ES / E-7A Wedgetail Airborne Early Warning & Control (AEW&C) aircraft A30-005 was noted completing airwork at Hervey Bay (Fraser Coast) Airport.

The Wedgetail was flying as "Wedgetail 04" and looked to fly up from RAAF Williamtown to complete the airwork which included several missed approaches.  It then returned to Williamtown.

Meanwhile, also on Tuesday 11 July, Australian Army Boeing CH-47F 'Foxtrot' Chinook helicopter A15-301 was noted back at Rockhampton Airpor this time as "Chainsaw 31".  It is thought that it arrived from and then departed back to the Royal Australian Nay (RAN) ship HMAS Adelaide - or possibly is even deployed into the Shoalwater Bay Training Area (SWBTA) ahead to joint Military Exercise Talisman Sabre (TS23) which gets underway in the coming days.

Finally, also on Tuesday 11 July, Royal Australian Air Force (RAAF) Alenia C-27J Spartan transport aircraft A34-005 "Wallaby 46" looked to complete some late airwork at Miles Airport while on a flight out of and back to RAAF Base Amberley.

The ABG Department of Community Development Secretary Mana Kakarouts thanked the National Department of Community Development, for donating office equipments including eight computer desktops, two x three in one color LaserJet printers and Universal Power System (UPS) today.
Kakarouts said the donation was timely and would go a long way towards staff capacity-building and ensuring priority programs are carried out on time.
She said since the ABG Department of Community Development office was burnt down in December last year, donor agencies; Department of Foreign Affairs and Trade and Bougainville Partnership came to their rescue donating tables and chairs.
It was a big loss to us, losing almost all office computers and printers as well as critical documents and information data, she added.
Kakarouts said the moto of her staff since the incident was down but not out which the staff gained strengthen to drive the mission of the department.
According to Lucas Apingwa, the National Department of Community Development was grateful to assist the ABG Department of Community Development.
He said the National office is drafting a Bougainville Executive Council (BEC) submission and to eventually transfer the office the powers of civil registry in Bougainville. ENDS///AK

Ask local small medium enterprise (SME) mother of two, Belinda Koredong, who started growing her business by selling twenty toea betelnut.
She said many people asked her if she was desperate for money.
I cried during those days, but later I continued to do what I loved doing, she said.
Koredong says she then tapped into selling second-hand clothing in Arawa.
I would send my clothing bales to Arawa to my family to sell and also began selling fish. Every time I failed, I would pick myself up and start all over again said Koredong.
She added dont worry about the food you eat or where you sleep.
Keep to being motivated to continue your business at your time and space, she stated.
Koredong has just purchased herself a vehicle and partly purchased a duplex home in Arawa.
She is currently selling fresh fish at her home at Section 15 and a vendors stall selling second-hand clothing with other items.

A local coconut husk producer is continuing in building capacity within his village, by teaching his family to work in partnership.
Young children have shown great interest including youths and mothers in his community in Hagogohe Constituency.
I am teaching children how to make the finished product of coconut husks without use of machines, he said.
According to Mitchell Lahis, chairman of the Gilasabe Corporate Society Limited he has been manually producing finished products.
I use the fresh coconut husks and not wet coconut husks. I cut the coconut husks remove the mattress and grate to get the fine particles, he added.
Lahis is appealing to local copra farmers to heap the dry coconut husks by which he can teach them and resell finished product to him.
I know this is going to be a big project in future and I will eventually open an account to venture into this business, he further added.

210723Mt. Bagana Disaster Relief Efforts.

The imminent threat of a volcanic eruption at Mt. Bagana is being closely monitored by the Autonomous Bougainville Government Disaster Office as well as several other domestic and international agencies.

The Department of the President is coordinating all emergency efforts through the Bougainville Disaster Officer in response to the level three volcanic activity that is currently ongoing within the vicinity of Mt. Bagana.

Earlier this week I was briefed on the situation at Torokina and Wakunai Districts who have been affected by the eruption that occurred on July 7. I am aware that lava flow and gasses emitting from Mt. Bagana has:

1.Contaminated all water sources in the area giving rise to possible outbreak of waterborne diseases.
2.Affected eighteen (18) primary and elementary schools.
3.Displaced several hundreds of people from the affected radius of Mt. Bagana.

Following land and aerial assessments by the Bougainville Disaster Office and partner agencies I have directed our officials to immediately begin moving relief supplies into the affected areas.

Ensuring there is sufficient food and water for our people is of paramount importance at this time. These supplies including medical drugs are being airlifted to Torokina and Wakunai.

We have deployed our health officials to conduct an environmental assessment to ascertain the suitability of setting up care centers at Torokina and Wakunai respectively.

All schools will be temporarily shut down however an Education in Emergency concept has already been developed and this will allow teaching and learning for our children continues at the care centers.

The Rabaul Volcanological Observatory has recommended the current level three (3) status of the eruption be downgraded following an assessment of the volcanic activity at Mt. Bagana.

I want to caution and encourage our people in the affected areas to listen to advise from government officials who are moving through their communities to conduct the relief efforts.

Natural disasters are volatile and may change at any moment. The welfare of our is far greater than anyone person who chooses to be ignorant in these circumstances.

I want to thank the Minister for Internal Security and Regional Member Peter Tsiamalili Jnr and the Minister for Information and Communication Technology and Member for South Bougainville Timothy Masiu for their responses to this disaster.

I also express my gratitude to the National Government agencies for their assistance during this time.

I have informed the Prime Minister James Marape and I have also alerted the Australian Government of the situation.

Every planning process, whether short term or long term, starts with a question to residents asking what they want for their community. The answer is always the same: a better community. The planners then take this groundbreaking observation and add better community to the plans and the final recommendation. The planners can celebrate that they have given the residents of the city exactly what they wanted: a faster horse.

Urban design must be more nuanced and provide the opportunity for innovation. A process that allows for innovation starts with many humble observations before a single idea is tested. The urban designer needs to read the things that are not already on the page: they need to be able to show citizens the things they didnt know they wanted. A skilled urban designer is also able to observe opportunities hiding in plain sight.

I recently read an incredible article highlighting an innovative, if not radical, approach in the master plan for Hargeisa, the capital of Somaliland. Somaliland, a breakaway republic in northern Somalia, was ravaged by civil war and ethnic cleansing where over 200,000 people died. Hargeisa is now a recovering city that is rapidly growing. People between the ages of six and 29 comprise 62% of Somalilands population. The future for Hargeisa rests in the minds of the youth and children of the city. These are the citizens that have the opportunity to chart a different path and develop a city for their future. 

How, though, do you involve young people in the urban design process? More challenging, how do you involve children in a place where over 25% do not attend school and there are very low literacy rates? The answer: Minecraft.

Through a UN-sponsored initiative, 15 of Hargeisas youth used Minecraft to model and propose design elements for the new Hargeisa Stadium Park. As the Government, we recognise that this pursuit will provide a platform to unite the most diverse nation on Planet Earth, under one flag.

The bidding process for a team in the NRL is not solely about rugby league; it is about uniting our nation behind a common focal point, Prime Minister Marape asserted.

Productivity Commissions clapped out thinking demands clean out "IndyWatch Feed National"

The Productivity CommissionsTrade and Assistance Review is further evidence of the need to completely overhaul the Commission, the Electrical Trades Union said today.

While the northern hemisphere swelters through record heatwaves, the Commissions report completely overlooks the social cost of inaction on climate change, by considering only the market price of carbon rather than the broader cost of communities being devastated by economic collapse or natural disasters.

ETU National Secretary, Michael Wright, said the Productivity Commission was not up to the task of providing useful advice to Government on energy transition.

In medieval Europe, the Roman Catholic church encouraged sinners to get square with God by performing good works and acts of charity. Since both of these might require spending money, some resourceful church leaders streamlined the process, taking the money and letting the good works slide. A rich sinner could buy indulgences to cover adultery, eating meat during Lent, or any number of other transgressions.

The historical record does not indicate that emitting carbon dioxide was among the redeemable sins. (Well, CO2 wouldnt be discovered until 1754.) Still, medieval Christians would have recognized the attraction of buying indulgences in the form of carbon offsets rather than actually cutting back on CO2-emitting activities. We cant help sinning, so if the act of atonement evens the score, why not grant absolution?

Here in the present, a whole industry has sprung up to sell climate indulgences to guilt-ridden liberals. As one website explains soothingly, Carbon offsets work through supporting tree planting services and carbon offsetting projects to neutralize your emissions and mitigate your impact on the planet. Buying these indulgences requires just a click of your mouse and a credit card. For $25 you can feel good about an airplane flight of up to 10,000 miles! Thats enough to get you from D.C. to Australia, where you can visit the Great Barrier Reef before it is completely destroyed by the ocean acidification resulting from your carbon emissions.

(Ive committed this sin myself: Ive been to Australia, on a miserably long flight the CO2 emissions of which I did not pay $25 to offset. They hadnt invented $25 carbon offsets at the time, or I might have.)

 Ok Tedi Mining Limited (OTML) in Papua New Guinea  hosted former professional rugby league players from the North Queensland Cowboys, Gavin Cooper and Michael Morgan, from July 16th to July 19th, 2023.

Their visit marks an exciting partnership between OTML and the North Queensland Cowboys as part of strengthening the companys commitment to the local communities.

Mr. Gavin Cooper and Mr. Michael Morgan are former North Queensland Cowboys players who played pivotal roles in the teams historic grand final victory in the 2015 Australian National Rugby League Premiership. They have both represented Queensland multiple times in the annual State of Origin clash and represented Australia in the various representatives squads such as the Prime Ministers XIII and Kangaroos.

Mr. Cooper is currently Head of Commercial Partnerships at North Queensland Cowboys and Mr. Morgan is the Cowboys Ambassador and Business Development Manager at Corpay.

Their visit to Tabubil is a testament to the Cowboys dedication to engaging with communities and making a positive impact beyond the field.

The North Queensland Cowboys Rugby League Club, a community-owned professional rugby league club based in Townsville, boasts one of the largest footprints in the NRL. And OTML is honoured to welcome them to our region and provide our communities with a unique opportunity to interact with both accomplished athletes.

Technology didn't come about by accident, it's a reflection of human will, or so claims the intriguing documentary, "Stare Into the Lights My Pretties." Yet, with the rate of technological development continuing to grow exponentially, it's unclear if anyone envisioned how society would become obsessed with staring at screens, such that our waking hours are dominated by them in one form or another.

In the beginning, there were only a few ways to get new technology funded, known as the ABCs. "A," for armed forces, included ARPA, the Advanced Research Projects Agency, which commissioned the work that started the internet.

"B," for bureaucracy, refers to innovations such as government sites intended to deliver information and services, including online tax returns. "C," or corporate power, made up the third arm, which drove the development of new products to draw in new markets.

According to Lelia Green, a professor and senior lecturer at the school of communications at Edith Cowan University, Perth, Australia, who is featured in the film, "Google would offer many examples of corporate power driven development."1 Yet, social engagement is the new driver of technology that has taken off more so in recent years. Green notes that distributed collaborators and everyday innovators are now an important driver of technology.

"The acknowledgement of distributed networks of collaborators allows recognition of the creative power of harnessing the hive;' the community of people engaged in a shared activity," she says. "We see these alliances of enthusiasts working creatively and productively in gaming contexts, in wikis and on fan fiction sites to name but a few," but what does all of this mean, and what will happen if this technological culture is left to continue unchecked?

Beteiligt sind in diesem Jahr 13 Staaten. Den Kern bilden dabei die Streitkrfte der USA und Kanadas, Australiens und Neuseelands sowie Grobritanniens; die fnf Staaten kooperieren auen- und militrpolitisch recht eng und bilden gemeinsam das seit Ende des Zweiten Weltkriegs ttige Geheimdienstbndnis Five Eyes. Am Manver beteiligt sind zudem Japan und Sdkorea, die ihre Zusammenarbeit mit der NATO intensivieren.[2] Darber hinaus nehmen aus der Asien-Pazifik-Region Indonesien und Papua-Neuguinea sowie die pazifischen Inselstaaten Fidschi und Tonga teil. Aus Europa sind neben deutschen auch franzsische Truppen eingetroffen; Frankreich begreift sich mit seinen Pazifik-Kolonien bis heute als pazifische Macht.[3]

Realistische bungsmglichkeiten

Talisman Sabre 2023 beginnt an diesem Samstag (22. Juli) und dauert sodann zwei Wochen bis zum 4. August. Genutzt werden zahlreiche Standorte, die sich vom Westen des Landes bis zum Nordosten ber den gesamten australischen Kontinent erstrecken; so entstehen, erlutert die Bundeswehr, realistische bungsmglichkeiten, um abzubilden, wie eine groe multinationale Streitmacht in einem weiten Einsatzgebiet funktionieren sollte.[4] Die Bundeswehr nimmt mit ber 200 Soldaten vor allem aus dem Heer, aber auch aus der Marine an dem Gromanver teil, zu dem insgesamt rund 30.000 Militrs erwartet werden. Die Heereskrfte kommen in der Masse aus dem Fallschirmjgerregiment 31, heit es bei der Bundeswehr; sie werden fr Talisman Sabre 2023 in eine multinationale Brigade integriert, die durch die Australian Army gefhrt wird. Auerdem werden Soldaten des Seebataillons der Marineinfanterie der Bundeswehr, wie die Bundeswehr schreibt bei dem Manver eingesetzt; sie werden dabei temporr den US-Marines unterstellt. Eingesetzt werden sie in der bung unter anderem bei einer amphibischen Landung. In welcher realen Situation die Bundeswehr in der Asien-Pazifik-Region bei einem Landemanver zum Einsatz kommen knnte, teilt die Bundeswehr nicht mit. British MPs are pressing the government to explain why Bahrain has been dropped from a list of human rights priority countries with rights groups calling the removal a whitewash.

The decision, revealed last Friday in the governments 2022 Human Rights and Democracy Report, marks the first time since 2015 that Bahrain has not made the list.

The report praises the kingdoms long tradition of respecting and enabling religious freedom and use of alternative sentencing, an effort the UK has supported Bahrain with, and which has significantly reduced the prison population.

It also commended last years parliamentary elections while acknowledging that some political parties remain banned and international observers werent invited.
