Congress Suddenly Wants to Know If US Taxpayers Were Helping El Chapo "IndyWatch Feed National"

After flying under the radar for years, the case of Genaro Garca Luna is finally raising alarms in Congress, with one of the Senate's top Republicans demanding answers about how Mexico's highest-ranking cop was able to partner with DEA and FBI, "at the time that he funneled roughly 103,000 pounds of cocaine into the United States" for the Sinaloa Cartel. Garca Luna became the most senior Mexican law enforcement official ever convicted of narco-corruption when a Brooklyn federal jury delivered a unanimous guilty verdict on a five-count indictment that charged him with taking massive bribes to enable cartel drug smuggling, kidnappings, and murders while he was in office from 2001 to 2012. Garca Luna's position involved close collaboration with U.S. anti-narcotics agencies that operate in Mexico, and it gave him discretion over the spending of hundreds of millions in American tax dollars delivered as security aid. That money was supposed to go toward fighting the cartels, but his trial showed he was leaking sensitive intelligence, protecting drug shipments, and disrupting efforts to capture ... cartel leaders. On Feb. 22, a day after the guilty verdict, Iowa Sen. Chuck Grassley sent a letter to the heads of the DEA and FBI asking what the agencies knew about Garca Luna and when, and demanding evidence ... that could shed new light on the relationship. In short, Grassley wants to know if American tax dollars were being sent to Mexico while the DEA and FBI were tolerating Garca Luna's corruption.

Note: This case adds to the evidence that the War on Drugs is a trillion dollar failure. For more along these lines, see concise summaries of deeply revealing news articles on government corruption from reliable major media sources.

Ghana April 2023 Part 3: A tale of hope, angst and joy: The fabulous Picathartes "IndyWatch Feed Qld"

Our group huddled beneath the sandstone rock ledge of a cave deep in the rainforest, hoping to indulge one of natures great ornithological experiences: viewing the pre-dusk arrival of the beautiful White-necked (or Yellow-headed as it was formerly called) Picathartes, also known as Rockfowl. This remarkable bird, its bright yellow head bare of feathers, returns to the cave where it builds mud nests late each afternoon to roost. Its humped back and long legs and neck add to its bizarre appearance. We had walked 30 minutes from the nearby village of Bonkro in central Ghana through the Nyamebe Bepo Forest Reserve to reach the cave. It was Day 10 of our 21-day Ghana tour.

The picathartes cave
Id had the rockfowl experience before: in Cameroon in 2007, with the only other species in this family - the Grey-necked Picathartes, But our Ghana encounter was to be no less memorable. We had waited an hour, full of anticipation, when the first birds were spotted, feeding on the ground in rainforest below the cave....

Potential Townsville Move "IndyWatch Feed Capricornia"

Hey guys, so have an offer to move from Darwin to Townsville with work. Wanted to know what the general thoughts are on raising a family around Townsville?

Ive got a young daughter and fianc. Housing looks pretty affordable? But what are some good and bad areas? Or places to avoid and the best family places?

Also see and hear a lot about youth crime etc, we have heaps of youth crime in Darwin and the NT as a whole. Wondering how bad it actually is on the ground there? Is it over publicised or actually really unsafe?

Cheers

280423 Issue of Writs for By- Election Delayed

New Dawn FM News

The North Bougainville By-Election will be delayed until next month due to non-availability of funds.

The writs were supposed to have been issued yesterday.

This is according to PNG Electoral Commissioner Simon Sinai reported by Jeffrey Elapa from Post Courier.

Electoral Commissioner says "The electoral commission is unable to conduct the by-elections for three vacant seats on time due to lack of funds."

As a result the issue of writs for Wewak, North Bougainville and Lagaip open seats have been deferred to next month.

He said the commission needs K14 million to conduct the by-elections. The new date is yet to be determined.

"We initially set the tentative dates, including the date for issue of writs, on 27 April 2023 for the by-election for three vacant seats. However, this can not happen now because the Finance and Treasury have not responded to our budget submission to conduct the by-election," he said.

Mr Sinai said it is the Constitutional right of the people in the affected electorates to have a voice in Parliament and assured the people in these electorates that a by-election will be held as soon as funds are made available.

"I am of the view that as responsible agencies of State, we will respect their wishes and ensure that the by-election are held so people are given the opportunity to vote their leader,". Ends/////ak

280423 North Bougainville Open By-Election budget K2652,660.00

New Dawn FM News

The North Bougainville Open By-Election budget is K2652,660.00 as part of the K14 million budget submitted by PNG Electoral Commissioners office Mr Simon Sinai to Department of Finance and Treasury.

The cost of by-election per affected electorate as follows:
Lagaip-Enga Province- K5792,807.00
North Bougainville Open- K2652,660.00
Wewak Open- K5614,075.00

Secretary for Finance Dr Ken Ngangan said the budgets for by-election are with PNGEC and the funds are released to them from Treasury.

He said there are no issues with government cash flow so funding should not be a problem, but funding warrants need to be released by Treasury according to their by-election schedules.

Attempts to contact Treasurer Ian Ling Stuckey were unsuccessful.

The North Bougainville seat was left vacant when the incumbent MP and candidate who the seat in the last years election, William Nakin, died on before polling was completed.

For the Wewak Open, the incumbent MP who retained his seat was sworn in as Member of the 11th Parliament, Kevin Isufu, died after a long illness, while the Lagaip Open Seat election was failed following widespread violence and disruptions during polling.

Mr Sinai said the issue of writs for Wewak will be further delayed as an election petition filed against the deceased MP is still before the court.

He will announce the fixed date for the issue of writs later when funding is made available. ENDS////AK

Whats the Difference Between a Draftsperson and Architect? "IndyWatch Feed National"

Architects and draftspeople work in the same field and often on the same projects. However, the skills they have and the services they provide can differ greatly. If youre considering a building, renovation or extension project, its important to work out whether you need an architect or a draftsperson.

To help you decide, were going to have a look at some of the differences between the two roles.

Education and Licensing for Architects

Architect

To become an architect in Australia, you must complete a recognised architecture degree. Most architecture programs are five years in length and result in a Bachelor of Architecture, although some programs may be longer and result in a Master of Architecture degree. The degree must be accredited by the Architects Accreditation Council of Australia (AACA).

In addition to completing a recognised architecture degree, architects must also gain practical experience through an internship or similar program. The AACA requires candidates to complete a minimum of two years of practical experience working under the supervision of a registered architect.

Once qualified, you must register with the AACA and the relevant state or territory registration board before you can practise as an architect. Registration requirements vary by state or territory, but generally include completion of a recognised architecture degree, practical experience, and completion of a professional practice examination.

Continuing professional development (CPD) is also a requirement for architects to maintain their registration. CPD can include attending seminars, workshops, or courses related to the architecture profession.

Education and Licensing for Draftspeople

Draft Person

Educational and licensing requirements for draftspeople are quite different to those of architects. In Australia, a...

What You Need to Know About Replacing Your Carpet "IndyWatch Feed National"

Are you tired of looking at your old, worn-out carpet? Are you noticing that its starting to lose its cushion? If so, then it might be time for a carpet replacement.

For many, replacing the carpet can seem like a complex and overwhelming task. However, with the right information, preparation and perhaps a little help from professionals, your carpet can regain its lustre in no time.

In this blog post we will discuss whats involved in replacing your carpet. We will cover topics such as cost considerations, choosing materials, methods of cleaning your subfloor, the process of laying down new carpet and so on.

Without further ado, heres what you need to know about carpet replacement.

Signs That You Need to Replace Your Carpet

  • Lack of cushion and support
As carpets age, they tend to lose their softness and cushioning. This can make walking on them uncomfortable, which in turn, can put stress on your knees and back.
  • Matting and wear
Over time, your carpet fibres may become worn and matte, especially in high-traffic areas. This can make your carpet look old and shabby, even if its only a few years old.
  • Stains and discoloration
Carpet fibres can trap dirt and dust. Additionally, it can also absorb stains that are difficult to remove with regular cleaning. Over time, these stains may become deeply embedded in the fibres, making it harder and harder to restore the original look of the carpet.
  • Unpleasant odours
If you notice a musty or unpleasant smell coming from your carpet, its likely that mould or bacteria are lurking within. This can be harmful to your health and can even cause respiratory issues if left unaddressed.
  • Allergies and irritants
As carpets age, they can harbour allergens, such as dust mites, pet dander and pollen. All of these can trigger serious allergic reactions in some people. If youre noticing increased allergy symptoms or respiratory issues, it may be time for a carpet replacement.

Costs Associated with Replacing Carpet

The cost of replacing a carpet can vary based on several factors, including the amount of material needed, the type of carpet, and the cost of your chosen carpet underlay.

The cost of carpet materials can range from $20 per square metre to over $200 per square metre. Less expensive materials include polyester and olefin, which are popular for their durability, while nylon and wool carpets are among the most expensive options due to their high quality and softness. Its important to choose a carpet that suits your budget and your lifestyle, as well as your homes decor.

Colombia: Scientists explore remote seamounts to protect hammerhead sharks "IndyWatch Feed National"

In 1995, when Colombia protected the island of Malpelo by setting up the Malpelo Fauna and Flora Sanctuary, the area had a recorded 43 species of crustaceans, six species of starfish, and 70 species of fish. These figures, the only ones available, were from 1972, when the Smithsonian Tropical Research Institute led its first expedition to the island. Over time, scientists carried out more expeditions, and the number of recorded species grew. By 2016, the National Natural Parks System of Colombia had cataloged 1,500 animal species in the area. Nine of them are not found in any other part of the world and about 40 species are threatened or vulnerable, according to a parks system press release. Yet a large part of the life cycle and the ecology of some of these species remained unknown, especially for migratory species like the scalloped hammerhead shark (Sphyrna lewini), which visits the island frequently. For example, no one knew the routes by which the sharks in this population move through the sea, how deep they swim, where else they congregate, the locations of all their breeding areas, or their relationships with other populations of scalloped hammerheads. Today, after more than 20 years of work, researchers from the Malpelo and Other Marine Ecosystems Foundation, a Colombian NGO, have found answers to some of these questions. United within a strategic ecosystem Malpelo Island is Colombias westernmost point, located about 500 kilometers (310 miles) off the Pacific port city of Buenaventura. PNG Airline Air Niugini's Female Cargo Staff creating history "IndyWatch Feed Niugini"

An employee of Papua New Guinea's Airline  Air Niugini  has created history by being the first and only female staff operating the Main Deck Loader(MDL), an equipment  responsible for loading and unloading larger containerised cargo from the main deck of widebody aircraft.

Michelle Geekala from East Sepik and Gulf provinces, works with Air Niugini Cargo Departments operations section and is the only specialised female operator of the MDL equipment.

Her most recent task was unloading heavy mining equipment from the main deck of a Boeing 747-400 series freighter here in Port Moresby. While passenger planes carry people with minimal luggage at the cargo hold, freighters specifically uplift cargo, their empty galleys are modified to fit various types of cargo.

Michelle said The journey has not been easy, it comes with its own challenges but you have to believe in yourself, even when no one does, you have to be your own supporter and critique, challenge yourself to be better than you were yesterday.

She was previously engaged in and operated the Lower Deck Loader (LDL) for both the B747 and B737 freighters but the recent task was her first on the Main Deck Loader. The Main Deck Loader Equipment is higher and has larger weight capacity while the Lower Deck Loader is used to load and unload cargo from the lower lobe of wide body aircraft and also main deck of the narrow body aircraft.

Air Niuginis Manager for Cargo Operations, Trevor Elly said the airlines cargo department has always maintained a healthy level of female presence in its business and in particular its operational areas both within Port Moresby and the domestic network.

We are proud of Michelles progress, breaking into an area where you find only men working there. She is currently the only female in the Port Moresby Operations unit who operates the MDL equipment and joins a legacy of other female Cargo Operations Staff including our current Cargo Business Development Manager, Ms. Donna Hevoho as well as General Manager Cargo, Ms. Paila Leka and many other women through Air Niuginis 50-year history. Skilled migrants face exploitation in the workplace "IndyWatch Feed Capricornia"

An Albanese government review of Australias migration system has found a number of shortcomings furthering the vulnerability and exploitation of migrant populations.

While the current industry model has a reliance on temporary skilled migrants without facilitating pathways for permanent residency, migrant visas have also been structured to facilitate worker exploitation.

Despite paying taxes, migrants are further excluded from voting and accessing social welfare benefits.

In light of government discussion surrounding potential reform, Unions NSW has made several recommendations to address the conditions faced by skilled migrants working in Australia.

Perthes Warns of Negative Impact of Khartoum Fighting on Darfur Region

A picture released by activist on 25 November showing a village burning in Jebel Moon Area of West Darfur

April 25, 2023 (KHARTOUM) UN special envoy to Sudan sounded an alarm bell of the negative impact of the fighting in Khartoum on the rest of the country, citing the resumption of tribal clashes in West Darfur as one area of concern.

Volker Perthes, on Tuesday, briefed the 15-member council for the second time about the situation in Sudan after the eruption of war in Khartoum between the national army and the Rapid Support Forces on April 15.

Perthes reviewed the security situation in Sudan and said that the Darfur region is the most affected by the hostilities in Khartoum pointing to North, South and West Darfur states.

He said a ceasefire brokered by the state authorities ended tribal fighting in North Darfur, while initiatives partially stopped the fighting in some localities of South Darfur but continued in the state capital Nyala.

Perthes underscored that the fighting between the national army and the paramilitary forces which originate from Darfur resumed in El Geneina near the Chadian border on Tuesday with increased involvement of tribal components.

He went further to speak about reports of mobilization by some tribes and some armed groups stressing that this escalation could draw in Sudans neighbouring countries.

I renew my call on all communities to maintain their neutrality and refrain from taking sides, Perthes urged.

The West Darfur State witnessed recurrent clashes between the Arab and Massalit tribes during the past three years.

A senior West Darfur state government official told Sudan Tribune that The clashes in El Geneina between the army and the RSF have turned into tribal conflicts between Arab and African groups.

The fighting began on Monday when gunmen believed to be affiliated with the Sudanese Alliance Forces, led by State Governor Khamis Abdallah, attacked the command of the RSF Sector in El Genein...

Bryan Kramer's short but dramatic political career ends today "IndyWatch Feed Niugini"

by
DAVID LEPI

Bryan Kramer's brief and tumultuous political career will come to an end today as he receives punishment for the seven charges he has been found guilty of. Both Kramer's defense and the state's representatives have made recommendations for penalties based on the severity of the crimes committed. The country watches in amazement as the law catches up with Kramer, a self-proclaimed corruption fighter who became corrupt himself, and takes hold of him. It is often said that when the weak enter the battle, the hunter becomes the hunted. Will Kramer merely receive a slap on the wrist and be free to go, as he has suggested? The answer is a resounding no.

Kramer has a tendency to recklessly make enemies on all fronts, and his insults towards the court and members of the judiciary proved to be his downfall. The judiciary system, including the Ombudsman Commission, Public Prosecutor, and leadership tribunal made up of judges and magistrates, weighed his fate and found him lacking. Scandalizing courts or judges only serves to diminish their authority, and Kramer's insults to the judiciary did just that. It eroded public confidence in the court's authority.

Karma seems to have caught up with Kramer. He used lies, insinuations, and malice, along with every tactic in the book to destroy the best-performing government of Prime Minister Peter O'Neill. Kramer began by fabricating allegations and spreading them through uncontrolled social media, feeding a gullible mob's envy of their neighbors' success. Despite having access to state assets and the backing of a prime minister, Kramer could not substantiate a single allegation. His vile and vindictive campaign was a complete waste.

PNG's Hela will change for better : PPC "IndyWatch Feed Niugini"

(Report by Police Media Officer Andrew Philip.)

Papua New Guinea's Hela Province will change for the better, says a confident Provincial Police Commander (PPC) Chief Superintendent Joseph Tondop following the capture and arrest of four criminals wanted for a string of serious crimes in the province.

Mr Tondop said the suspects were arrested between the months of March and April, 2023 by the joint security forces in Hides and Tari in the Hela province with the assistance of communities within Hela.

Mr Tondop said the assistance police is getting from the people is indicative of a general desire of the people for law and order to prevail within the province. He has always maintained that law and order is everyones business, not just police. Upon taking command of the province Mr Tondop initiated major awareness campaigns to win the trust, support, and cooperation of the people.

The PPC said among the four arrested was the most wanted criminal (name withheld) believed to be from Pureni village, South Koroba. He was apprehended at the Tari market on Friday March 31, 2023 by police with the assistance of the PNG Defense Force personnel, acting from a tip off.

Mr Tondop said the suspect was wanted for escaping from lawful custody, Armed Robbery, Willful Murder, and rape. He was re-arrested and charged again for escaping from lawful custody in 2019 from the Baisu Correctional Services facility in the Western Highlands province. He is remanded in custody at Baisu and will appear in the District Court in May, 2023.

PPC Tondop said the other three (names withheld) were arrested and charged on Saturday April 1, 2023 at Paivali, Tari Pori check point with the help of PNGDF personnel acting on a tip off as well.

He said the suspects were from Tugupe village, Wai Linipini village, Hayapuga Local Level Government in Tari Pori district and Kupari village in Tari Urban. The suspects were wanted for wilful murders.

Mr Tondop said one suspect was taken to the Baisu Prison in the Western Highlands Province and the other three were taken to Buiyabi Prison in the Southern Highlands Province due to reports received of a possible re...

QRL Round 7 Preview: SP PNG Hunters v Mackay Cutters "IndyWatch Feed Niugini"

The SP PNG Hunters are back at the Santos National Football Stadium this Saturday, 29th April when they host the Mackay Cutters in Round 7 of the QRL Hostplus Cup. Kickoff is at 3pm.

The Hunters will have plenty to play for when they run out to a home crowd this weekend, having fallen short to the Burleigh Bears in Round 6 last week. The Bears ran out to a big early lead having played with 90% of possession in the opening stages of the match. Starved of possession and field position, the Hunters had no chance to answer back as Burleigh dominated proceedings.

QRL Round 7 Preview: SP PNG Hunters v Mackay Cutters [Photo by SP PNG Hunters Media]

The Hunters had just three sets in the first quarter of the game, highlighting the lopsided nature of the contest. As the possession stat balanced out, the PNG side showed they can match it with anyone in the Hostplus Cup competition. They made the most of their rare opportunities in attack to score four well-worked tries against a highly experienced and confident Burleigh outfit.

The Hunters will be without suspended five-eighth Sakias Komati this week but will be confident of returning to the winners circle against the 14th placed Cutters. The last time these sides met was in Round 20 last year, when the Hunters produced one of the performances of the season. Down on the scoreboard with just minutes remaining, a length of the field try in the 77th minute clinched the result for the Hunters to ensure they finished the 2022 season on a high.

Current Hunters players Rodrick Tai, Judah Rimbu, Ila Alu and Brandon Nima were instrumental to that result and shape as key players for PNG again, this week.

The Cutters will travel to Port Moresby for Saturdays match on the back of a 42-16 thumping at the hands of Norths Devils. Two sinbins to Cutters players Kyle Schneider and Sean Mullany made the task all too difficult for Mackay in that game as Norths ran in seven tries against a depleted defensive line.

Business Advantage PNG (BAPNG): Looking back over your time restructuring Nasfund, what key milestones resonate strongest with you?

Ian Tarutia (IT): Over the decade from 2000 up to 2010, success was driven primarily through the implementation of good governance. Underpinning a good governance framework were high levels of transparency and accountability, plus strong engagement with key stakeholders.

Im a firm believer that if you get governance right adopting sound commercial principles, understanding risks and ensuring audited accounts are completed on time everything else will fall into place.

BAPNG: Based on what happened with the last [resources] boom, what are your expectations over the next three years in PNG?

IT: Its encouraging that TotalEnergies has launched the first phase of front-end engineering and design (FEED) studies for the Papua LNG projects upstream production facilities. But, in terms of the real cash flowing in to kick start a lot of the groundwork, I believe it will be towards the back end of next year, 2024.

Business appreciates the sovereign rights of the state to raise taxes but, if it is implemented without adequate consultation, the outcome is counterproductive.

Assuming things progress as expected, there should be increased demand for goods and services. Additionally, the workforce required should close existing vacanc...

Proposal to Improve Education in PNG: Recruiting Top Students as Teachers "IndyWatch Feed Niugini"

By Chris Abini

The education system in Papua New Guinea is struggling to produce quality graduates across our institutions. This is largely due to the fact that the system is not recruiting the best students as teachers. Instead, the system is admitting second-class students with failing grades into Universities and Teachers' Colleges to teach our children. Consequently, we have less enthusiastic teachers who are unable to inspire and motivate their students to achieve their full potential.

To address this issue, I propose that the responsible authorities implement a policy to recruit the best students as teachers. These teachers should receive remuneration packages equivalent to those of medical doctors, engineers, and accountants. By doing so, we can attract top-performing students who are passionate about teaching and who make it their first choice when filling out their school leaver's form.

The benefits of employing the best students as teachers are numerous. Firstly, these teachers will be highly motivated and enthusiastic about teaching, inspiring, and motivating their students to achieve their full potential in learning. Secondly, the quality of education in PNG will improve, as the best brains will be teaching our children, leading to better results in tertiary institutions and a better-educated workforce in both the public and private sectors.

The current system of admitting second-class students or dropouts into tertiary institutions and teacher's colleges, and graduating them as teachers, has resulted in half-baked students who perform poorly in secondary schools, colleges, and tertiary institutions, with attitude problems and a lack of work ethic. This is unacceptable, and we need to change the system to produce quality education for our children. Recruiting the best students as teachers will ensure that our children receive the best education possible and are able to compete on a global scale.

The failed Outcomes-Based Education...

Kelp forests contribute $500 billion to global economy, study shows "IndyWatch Feed Capricornia"

Forests of golden kelp, a type of brown seaweed that grows in cooler waters, weave along the coastline of southern Australia. But many people arent even aware that its there, says Adriana Vergs. I live in Sydney its Australias largest city and it has absolutely gorgeous kelp forests, Vergs, a professor of marine ecology at the University of New South Wales (UNSW) in Sydney, tells Mongabay. But people in Sydney know more about the Great Barrier Reef than they know about their local kelp forests. Vergs says theres also a lack of understanding about what kelp does and the value it holds, even though kelp forests play an important ecological role, acting as the biological engine of temperate reefs. A new paper published in Nature Communications, co-authored by Vergs, aims to fill some of these knowledge gaps by identifying the economic value of marine kelp forests. It suggests that kelp forests across the world provide three main ecosystem services worth billions of dollars annually: the boosting of fisheries production; the removal of excessive nutrients like nitrogen and phosphorus from the water; and the sequestration of carbon dioxide. Forests of golden kelp, a type of brown seaweed that grows in cooler waters, weave along the coastline of southern Australia. Image by Stefan Andrews / Ocean Image Bank. Examining six different kelp genera (Ecklonia, Laminaria, Lessonia, Macrocystis, Nereocystis and Saccharina), the researchers find that each of these forest types generate up to $147,100 per hectare ($59,500 per acre) per yearThis article was originally published on Mongabay

Vale Sir Rabbie Namaliu "IndyWatch Feed Niugini"

The devastating news of Sir Rabbie Namalius untimely passing has been difficult for us all to understand. It has not been so long since Papua New Guinea mourned the passing of our founding father, Grand Chief Sir Michael Somare, and another great leader and Prime Minister and someone whom I also regard as a close friend and brother Sir Mekere Morauta. Now the nation is in mourning again at the loss of another foundational leader.

I first came to know Rabbie for a brief period in 1967 and 1968 during our initial University of Papua New Guinea days, before I left to continue my studies in Australia. But even for that brief period of two years, among the students in the pioneering cohort of UPNG students in 1966 and the second intake of students in 1967, I saw in Rabbie an emerging student activist asserting political leadership and influence in the life of the nascent institution of learning, not only preparing us to take on the challenges of decolonising Papua New Guinea, but demonstrating the makings of a leader in the political life of a future independent Papua New Guinea. He was at the helm of history making. His was a voice that resonated well in our student debates, and I suspect he had a lot to do with the naming of our student news magazine, NILAIDAT, suspiciously a very Kuanua sounding word.

During the time of self-government leading to independence, several young men and women were working in the office of the then Chief Minister, Hon Michael Somare. Key among them were Rabbie Namaliu, Meg Taylor, Nahau Rooney and Moi Avei. They were making their mark as political operatives advising the Chief Minister and his cohort of PANGU ministers, agitating for the colonial administration to be localised and for PNG to attain independence sooner rather than later, and, of course, attending to the serious business of setting policies for an independent PNG.

To illustrate Rabbies overarching reach in shaping the history of our nation, I make mention of two significant points of reference. One was the work of the Constitutional Planning Committee spearheaded by John Momis and John Kaputin, who strongly advocated for a decentralised form of government to be an essential element in our constitution and in our development policies. The other was the emerging economic crisis of inflation at the time, which shaped a key element of our evolving macro-economic management policy.

Rabbie had an invisible hand in guiding these two foundational elements of PNGs progress to independence. As Principal Private Secretary to the Chief Minister, Rabbie was tasked with coordinating a weekly crisis management meeting. As inflation loomed large, he brought in Mekere and Ross Garnaut to advise, which led to t...

Unprecedented heat extremes could occur in any region globally "IndyWatch Feed Niugini"

Developing countries that have avoided record-breaking heat for many decades are the least prepared for future exceptional heatwaves, new research warns.

Climate change is driving a rise in record-shattering heatwaves that break existing temperature records by unprecedented margins. The 2021 Pacific north-west heatwave which broke long-standing temperature records across much of the US and Canada by as much as 5C is a clear example.

New research, published in Nature Communications, finds that 41 regions around the world have experienced statistically implausible heat since 1959 accounting for 31% of the planets surface. It appears that such extremes could occur anywhere and at any time, the paper says.

Some regions including eastern Russia, Central America, Afghanistan and Papua New Guinea have been lucky to not have seen such extreme temperatures over this time, the paper says. However, there is a downside to this luck.

The authors explain that regions which have not seen exceptional heat events recently have had no need to adapt to such events, and so may be more susceptible to the[ir] impacts. Afghanistan and Papua New Guinea are particularly at risk thanks to their growing populations and limited healthcare and energy resources, the paper says.

The research highlights the importance of adapting to heatwaves more extreme than those seen so far. Heatwaves are deadly but better preparation can save lives, the study concludes.

Record-shattering heat

The June 2021 Pacific north-west heat dome is one of the most extreme heat events on record. During the heatwave, the Canadian village of Lytton recorded temperatures of 46.1C, 47.9C and 49.6C on three consecutive days, shattering the regions previous record of 45C.

The impacts were widespread and deadly. Wildfires raged,...
